Jakarta Doesn't Appeal to Administrative Court Decision Regarding Flood Handling

The Jakarta administration has decided to withdraw an appeal against the Jakarta Administrative Court (PTUN)'s decision number 205/G/TF/2021/PTUN-JKT against the petition filed by residents about flood handling in Jakarta last year, which has been proposed by the Jakarta Legal Bureau on Monday (3/7).

But it was revoked today after receiving Jakarta Governor's directive.
"This withdrawal is according to the Governor's direction after seeing that the Panel of Judges didn't state that the administration had committed an unlawful act, and rejected five out of the seven demands, including refusing the claim for compensation from the Plaintiffs. Yet only 2 demands were deemed unoptimal in the Mampang River but in fact, they had been carried out efforts to overcome the flood problem in the river area," he explained, as quoted by Jakarta PPID's press release.
Five demands rejected by the Jakarta PTUN:
1. Widening of Krukut River in Pela Mampang Urban Village
2. River dredging which has not been routinely carried out since 2017 in Krukut River
3. Dredging of Cipinang River which has experienced silting
4. Construction of embankments on Cipinang Riverbank
5. Claims for compensation of the Plaintiffs amounting to Rp 1,156,950,000
Two demands that have been granted and have been done
by the administration:1. Jakarta administration must dredge Mampang River completely to Pondok Jaya area
2. They have to process the construction of river sheet piles in Pela Mampang Urban Village
Infrastructure Rehabilitation Keeps Being Optimized
As for the information, the dredging in Mampang River has become a routine work conducted by the Water Resources (SDA) Agency every year, even before the demands made by residents, and will continue to be optimized.
Currently, it is still under process, whether there are demands or not (Documentation from the South Jakarta SDA Sub-agency).
As for the sheet pile construction in the river, it is carried out in December 2020 and 2021 depending on budget availability. It should also be underlined, one of the causes of the 2021 floods is extreme rainfall that exceeds the capacity of the river.
Nevertheless, the demands made by several residents still deserve to be appreciated as a form of community collaboration for a better Jakarta.
The administration is going to cooperate with various elements, both the city government and the central government in terms of flood control. The role of the community in protecting the environment will be part of the solution to the city's problems to prevent flooding. This is in line with the slogan 'Jakarta is the City of Collaboration'.
Flood Management Program
Last year, the SDA Agency had dredged mud from 53 rivers, 32 embankments, and 247 drains, including in areas sued by residents.
They also built vertical drainages in 25,647 spots, Cimanggis and Kampung Rambutan embankments, as well as prepared 496 stationer pumps and 329 mobile pumps.
To facilitate the flow of water, they built a crossing channel on the Ancol River and optimized the capacity of the Semanggi and Balai Kartini drainages. It was realized in collaboration with various parties, including the central government in the case of handling flooding.
There were also 224 automatic rainfall gauges and 267 manual rainfall gauges in Jakarta to mitigate heavy and extreme rainfall due to climate change. The administration had also initiated the Kampung Tanggung Bencana Program in some areas thus residents will be more alert and prepared to face flood disasters.
As a form of Jakarta Smart City, the Communications, Information, and Statistics Agency is conducting a digital transformation of public services, including in the case of floods, by enriching the Jakarta Kini (JAKI) application through the JakPantau feature and the Pantau Banjir site (pantaubanjir.jakarta.go.id) which make it easier for residents to know the flood conditions in Jakarta.
