City Launches Talent Management to Enhance Quality of Civil Servants

Jakarta Governor Pramono Anung launched talent management within the Jakarta Provincial Government at Grha Ali Sadikin, Jakarta City Hall, Monday (3/17).

The talent management was launched to improve the quality of state civil apparatus (ASN) and make Jakarta as a competitive global city.
In his remarks, he revealed that this talent management aims to manage the best talents in the Jakarta Provincial Government and target to make Jakarta to be the world's 50 global cities by the end of his term.

If we could do it back then, why can't we now? The facilities are much better and the size is more comprehensive," he expressed.
Based on survey from Kerney, Jakarta's current rank has dropped to 74 out of 156. He also highlighted the importance of improving the quality of life of Jakarta residents. Given that since 2015 until today, the quality of life of Jakarta residents has experienced a decline.
"Who is responsible for making the quality of life in Jakarta better? It's all of us—governor, vice governor, city secretary, mayors, sub-district heads, urban village heads, agency heads. We are responsible for that. We provide ease in licensing and so on," he mentioned.
Meanwhile, Pramono also emphasized the importance of Jakarta collaborating internationally and improving public services, including human resources. According to him, human resources in Jakarta are still not ready to compete internationally.
In order to make Jakarta a global city, he stressed the importance of improving economic competitiveness and institutional transformation. He mentioned that Jakarta should have greater competitiveness, as the city's economic growth is currently higher compared to 2015.
Furthermore, he also conveyed that this talent manage approach will be also used to select leaders within the Jakarta Provincial Government, including the formalization of acting positions.
"After Eid, I will make all the acting positions permanent. I want to make all of them permanent," he uttered.
On the other hand, Jakarta Secretary, Marullah Matali, added that the Jakarta Provincial Government has been implementing various innovations in the meritocracy system since 2013. He hopes that this talent management will be effective and bring benefits to all civil servants (ASN) and Jakarta residents.

This way, every employee has a fair opportunity to develop according to their competencies and performance," he said.To ensure its effectiveness, a talent management information system has been prepared to support the selection, development, promotion, and rotation of civil servants more efficiently and accountably.
With this system, each employee can be mapped and developed according to their potential and needs, in line with Jakarta's vision as a global city with a modern and professional bureaucracy.
The launch of this talent management is expected to be city's initial step to realize its vision of Jakarta as a competitive global city that provides the best services for its citizens.
"The Jakarta Provincial Government is ready to adapt enhance civil servant competencies, and ensure that all officials work with professionalism and high integrity," he asserted.
National Civil Service Agency (BKN) Head, Zudan Arif Fakrulloh praised the city government's efforts in implementing talent management. He explained that talent management will ease the process of filling positions and encourage the mobility of national talents.
"With talent management, we will gather the best talents. For example, those with financial talents, we will gather and mapped all of them. The same goes for those with talents in administrative work, investment, forestry, and so on," he stated.
According to him, the talent management will greatly simplify the search for the best talent to be placed in the necessary positions.
"For example, if the governor want to find candidates for the head of marine agency, the best in Indonesia, can be transferred to DKI. That's the function of talent management for horizontal talent mobility," he explained.
He mentioned that at national level, talent management is only adopted in 44 institutions. Meanwhile, only four provinces have adopted this system, namely West Java, Bali, Banten, and Jakarta.
"As directed by the President, our task is to encourage the implementation of talent management," he concluded.
