Street Sweepers` Salary Deferred 4 Months

The salary of 10 non-permanent employees (PHL) of East Jakarta Cleanliness Sub-Department has not been paid for four months, starting from January to April 2014. As a result, that street sweepers are forced indebted to fulfill their daily needs.

Sandy (50), one of the street sweepers, said that since last January, he had signed a Bank DKI savings book. Even as a PHL, he had been promised to get Rp 2.4 million per month. Yet, until today, he and his partner has not handed the savings book because it is still held by a local official East Jakarta Cleanliness Sub-Department, named Cecep.

“I have to owe to the neighbors because it has been four months I have not received my payment. I hope the city administration pay us soon. As far as I know, there are about 30 PHL fared like me, have not received salary since January," said Sandy, Wednesday (4/16), who is in charge of sweeping from SMA 48 to Garuda intersection on Jalan Raya Pondok Gede.

In addition to having a debt of Rp 1,2 million, Sandy also forced to pawn his motorcycle to his neighbor of Rp 2,5 million and until now, it has not yet to be redeemed.

He admitted that he has asked about his payment to the East Jakarta Cleanliness Sub-Department employee. But the answer was it has not been disbursed from the province. Now, Sandy has to walk away from his home in Kampung Tengah area to where he worked in Pinang Ranti.

The same thing is also uttered by Sandoyo (43), PHL in UKI Cawang area. He also claimed to have not received payment. Sandoyo who lived in a rented house on Jalan Dewi Sartika Cawang also have to walk to his work place in UKI area since he does not have vehicle.

Luckily, his wife works as a teacher in a kindergarten. "Thank God, my wife is a kindergarten teacher, so it could still be a little help to fulfill the needs," he said.

The working hours of this one-child-father is from 03.30 am until 13.00 pm every day. He hoped that the pending four months salary can be immediately disbursed.

Head of East Jakarta Cleanliness Department, Apul Silalahi, said that PHL was divided into two groups that are under the control of Cleanliness Sub-dept. and Cleanliness Dept. Especially for PHL under Cleanliness Sub-Department management, their salaries had been paid for two months, from January to February. As for March, is likely to be paid this week.

"Sweeper under Cleanliness Department is a self-management, so there is an administrative process need to be completed. They must complete a job application, ID card photocopy, a passport photo and so on. That data will be submitted in the department to get the payment," explained Apul.

As for Bank DKI savings book belongs to PHL held by Cecep, Apul assessed that it is not true. Although Cecep currently serves as a Head Section of Makasar Sub-District, he is not allowed to hold savings book belongs to PHL. Therefore, he will warn him.

Currently, there are 630 sweepers under the management of East Jakarta Cleanliness Sub-Department, whereas there are 300 PHL that are the self-managed employees under the control of City Cleanliness Department.
