City Council Chairman Optimistic Underground Utilities will Beautify Jakarta

He said that the arrangement of utility networks or underground networks has indeed begun. However, its implementation still requires clear technical regulations to avoid problems in the field, particularly traffic congestion.

"Regarding this utility network, it is indeed being run, but there is not yet a sufficient legal basis," he said, Wednesday (3/4).

Khoirudin is optimistic that the underground utility network will not only improve infrastructure but also beautify Jakarta and improve public safety. He highlighted the presence of dangling cables, which pose a danger to road users.

"The cable does need to be lowered. But I suggest going more than just one meter underground. Ideally, it should be 20 meters underground with a diameter of two meters. Current technology allows drilling without digging and disturbing the road surface," he explained.

He also proposed that utility tunnels be designed for multi-purpose use, including as part of a flood control system. During heavy rainfall, water could be pumped into the tunnels and channeled out to sea.

"It is indeed a high cost, but this could be a consideration for executives," he added.

Furthermore, Khoirudin hopes that the technical regulations in the Utility Network Regional Regulation will also regulate strategies to minimize the impact of congestion caused by excavation projects. He acknowledged that congestion during construction is difficult to completely avoid, but it can be reduced with proper management.

He suggested that excavation work be carried out at night and completed as quickly as possible. During the day, the excavation site could be temporarily covered with iron plates or other coverings to maintain traffic flow.

"This is not only mentally disruptive, but also wastes time and money. This can be minimized through a gubernatorial regulation, for example, through traffic engineering," he continued.
