Commission D Requests Immediate Implementation of Utility Network Arrangements

Commission D of the Jakarta Regional People's Representative Council (DPRD) has requested that the Jakarta Provincial Government immediately implement the Regional Regulation (Perda) on Utility Networks. Although the regulation has been passed, its implementation is considered unoptimal due to the ongoing awaited technical regulations.

The regulation already exists

"The regulation already exists. Now, it's just a matter of how it's implemented. Has the gubernatorial regulation been issued, or what are the technical aspects? Because the current situation can be considered an emergency," said Yuke Yurike, Chairwoman of Commission D, Tuesday (7/21).

According to Yuke, utility network issues, such as messy aerial cables and disorganized utility poles, are still common in various areas. These complaints were also consistently voiced by residents during the recess.

"This is not only an eyesore, but also dangerous. There have already been several cases. We must not let any more victims be caused by unsuitable cables or poles," she added.

Yuke admitted she is still awaiting the latest developments on the drafting of the Gubernatorial Regulation (Pergub) as a derivative regulation for the regional regulation. However, she requested that the Jakarta Provincial Government immediately finalize the technical regulations, including the appointment of operators responsible for managing the utility network.

She believes that the utility arrangement not only aims to create a neater and safer environment, but also to record all operators who utilize the utility network in the capital.

Yuke continued that with clear data collection, the Jakarta Provincial Government can carry out supervision and optimize the potential for regional original income (PAD) through levies.

"What we want to fix isn't just to make things neater, but also to make it clear who the operators are using the utilities. Currently, it's unclear. They just install cables, are irresponsible, and even install poles haphazardly," she continued.

Yuke also asked the Public Works Agency to be proactive and not wait for reports or victims to take action. Disused cables and potentially dangerous poles must be dealt with immediately.

"They have tools to cut unused cables. Don't let them become trash. Any cables that are still in use must be tidied up, and the poles must also be checked, as many are tilted and dangerous," she explained.

Furthermore, Yuke emphasized the importance of integrating utility development work with other infrastructure projects. She emphasized that coordination between stakeholders is crucial to prevent duplication of work, which could potentially cause congestion.

"Please coordinate if there's work in the same location, so it can be run simultaneously. This will make the work more efficient and prevent prolonged traffic jams," she appealed.
