Jakarta Commission D Pushes for Stronger Protection of Government Assets

Jakarta Legislative Council (DPRD) Commission D held a working meeting with several Regional Government Agencies (OPD) to deliberate on the 2026 Fiscal Year General Budget Policies and Provisional Budget Ceiling and Priorities (KUA-PPAS).

Commission D Chairwoman, Yuke Yurike urged the session specifically addressed the security and certification of assets owned by the Jakarta government. She urged the related agencies to submit a comprehensive list of land assets, particularly those that remain uncertified, lack adequate security, or are currently underutilized.

"We must not allow assets purchased by the city to be forfeited simply due to a lack of certification or insufficient security," she emphasized, Friday (8/14).

Her party also highlighted concerns regarding low budget absorption rates. A primary obstacle identified is the procurement process through the E-Catalog Version 6 system.

She went on to say that the current mechanism tends to encourage providers to compete solely on offering the lowest possible prices. This "race to the bottom" raises serious concerns about the resulting quality of workmanship and the potential for significant project delays.

"We want to avoid a situation where low budget absorption is coupled with late project deliveries. We intend to report these findings regarding the bidding process to the National Public Procurement Agency (LKPP) for further consideration, as this system is governed by a central government mandate," she continued.

Beyond administrative assets, she highlighted the pressing need for more cemetery land in Jakarta. She called on the Jakarta government to plan ahead, proposing that land be acquired in stages to accommodate the city’s financial capacity.

"We're deeply concerned by the recurring public complaints and the actual conditions we observe on the ground. Given its urgency, we hope this issue becomes a top priority," she added.

Even if the budget is extremely tight, the government should, at the very least, proceed with site preparation or strategic planning for future land purchases.

To ease the burden on grieving families, Jakarta is offering a complimentary funeral transport service to regions outside the capital. She urged city officials to conduct rigorous oversight, ensuring that the fleet of hearses is well-maintained, fuel supplies are secured, and personnel are properly assigned to handle the logistics.

"We want the government to step in when local burial is no longer an option. Whether it's due to land scarcity or family heritage, the city must be prepared to assist in transporting the deceased back to their origin with dignity," she emphasized.

Jakarta's green spaces and public services are set for a financial reinforcement. The Parks and City Forests Agency is requesting an extra Rp 22 billion to enhance park facilities and ensure fair compensation for its contract workforce (PJLP).

Yuke emphasized that the council is also pushing for the 2026 budget to be more responsive to direct feedback from residents. Public outcry regarding road conditions and drainage systems—managed by the Bina Marga and SDA agencies—has become a focal point of the current budget revision.

"Public complaints in these two sectors are exceptionally high. We're assessing our financial capacity for the rest of 2026 to ensure we can address these grassroots problems. Our aim is to make public aspirations a priority, ensuring that city development truly aligns with the needs of the community," he closed.
