Commission E Demands Budget Efficiency Put Community Needs First

Jakarta Legislative Council Commission E Chairman, M. Subki highlighted that budget optimization should address urgent community needs, keeping health, education, and social welfare at the forefront.

This includes speeding up recipient data verification so vulnerable residents don't lose access to essential programs like KJP Plus, KJMU, affordable food schemes, KLJ, and BPJS PBI.

"Commission E is asking that no aid be canceled purely over decile data shifts without real field checks," he expressed, Tuesday (9/15).

To speed things up, his party recommended involving local Dasawisma volunteers for on-the-ground economic checks. This move hopes to slash decile appeal verification times from months down to just a week or two max.

When it comes to healthcare, Commission E is pushing to reallocate unused funds from stalled or canceled building projects to pressing needs—like getting new medical gear and funding BPJS coverage.

"Commission E is also asking regional hospitals to fully utilize key medical devices like CT scans, MRIs, and mammography machines," he added.

Additionally, all Regional Working Units (SKPD) are urged to promptly execute the 2026 Revised City Budget (APBD-P) initiatives, considering that under three months remain in the effective fiscal year. SKPDs must also proactively prevent procurement failures and mitigate work accumulation at year-end.

Commission E further calls on SKPDs to audit potential input discrepancies regarding the 12% VAT on electricity and water expenses. Any resulting surplus funds should be redirected to address urgent public requirements.
