PAM Jaya Takes Adaptive Measures to Maintain Water Services

PAM Jaya has assured that overall water supply remains well managed amid the current dry season. With an integrated supply system, PAM Jaya adjusts its operations when conditions change at one of its raw water sources, the Hutan Kota Water Treatment Plant.

Realigned supplies from other treatment plants and water sources

As a mitigation measure in response to raw water conditions at Hutan Kota Water Treatment Plant, PAM Jaya has realigned supplies from other systems to maintain water services for customers.

"This is part of our commitment to PAM Jaya customers that we continue to provide positive value in response to this situation," said PAM Jaya Operations Director Syahrul Hasan on Friday (9/18).

PAM Jaya Technical Director Akhmad Santika said Hutan Kota Water Treatment Plant sources its raw water from Angke River. Under current conditions, the river's flow has decreased. The low river water level has caused seawater intrusion, affecting the quality of raw water used for treatment at Hutan Kota Water Treatment Plant.

He said PAM Jaya had asked PT Jakarta Utilitas Propertindo (JUP), the operator of the Hutan Kota Water Treatment Plant, to suspend operations as of September 15, 2026, due to conditions that could affect water quality for customers.

"Over the past one to two weeks, Total Dissolved Solids (TDS) levels have risen to 10,000 ppm. Meanwhile, under Health Ministry Regulation No. 2/2023, the TDS limit for clean water is 300 ppm. Therefore, we asked JUP to suspend operations," he explained.

PAM Jaya has therefore realigned supplies from other treatment plants and water sources as part of its adaptive system management to anticipate the impact of the Hutan Kota Water Treatment Plant's suspension of operations.

According to him, the supply realignment is aimed at maintaining balance in the distribution system while optimizing available raw water capacity.

"This measure is PAM Jaya's response to maintaining water availability for customers," he added.

He noted that several affected areas would experience temporary adjustments to their water services while mitigation measures are underway as a consequence of the supply realignment and changes in operating patterns.

The realignment will take place for a maximum of 48 hours starting September 18, 2026. As part of its responsibility to affected customers, PAM Jaya will provide compensation in accordance with PAM Jaya Board of Directors Decree No. 264/2026 on Compensation for Customers Affected by PAM Jaya Service Disruptions.

The compensation will be provided to regular customers in customer classes 2A1 (Very Simple Households) and 2A2 (Simple Households) located in affected areas. The compensation will amount to 10 percent of the customer's bill, with a minimum of Rp10,000 and a maximum of Rp50,000.

"The compensation will be provided as a bill deduction and automatically applied to the following month's bill. The total compensation amounts to Rp555 million for 44,872 customers across 10 urban villages in Jakarta," he highlighted.

PAM Jaya VP of Commercial and Marketing Strategy Irene Putri said PAM Jaya has prepared 72 water tankers to provide free water to meet the needs of affected areas. The areas comprise 10 urban villages: Kapuk Muara, Kamal Muara, Cengkareng Barat, Cengkareng Timur, Rawa Buaya, Kalideres, Pegadungan, Tegal Alur, Duri Kosambi, and Kamal.

"Those who need assistance can contact 1500223, which operates 24 hours a day," she said.

Meanwhile, PAM Jaya has assured that overall water supplies remain secure, with most of its raw water supply coming from the Jatiluhur Reservoir.

"We can see in real time how much water we distribute across DKI Jakarta. So, God willing, other conditions remain safe," Santika added.

PAM Jaya is also continuing to coordinate with the Meteorology, Climatology, and Geophysical Agency (BMKG) on weather modification efforts to support increased raw water availability.

"Adjustments to operating and distribution patterns will be made according to developments in the field to maintain the continuity of drinking water services for the public," he asserted.

The Hutan Kota Water Treatment Plant is operated by PT Jakarta Utilitas Propertindo (JUP). JUP has been involved in managing the plant since its construction and operation, when PAM Jaya was still working with PT PAM Lyonnaise Jaya (PALYJA) and PT Aetra Air Jakarta (AETRA).

Under the bulk drinking water supply scheme, JUP manages and produces treated water at the Hutan Kota Water Treatment Plant, while PAM Jaya acts as the offtaker, purchasing the treated water for distribution to customers.
