South Jakarta Water Resources Sub-dept. (SDA) Head, Holi Susanto, said sacks were found when 25 Daily Freelancer (PHL) personnel entered culverts in the location.
"At first, we were wondering that when heavy rain, Fatmawati area was inundated. Thus we examine it," he said, Tuesday (3/7).

"The condition on PHB channel is normal at first. But after we examine it, we found 36 sand sacks piled up inside this culvert," he added.
According to him, those sacks were piled up and lengthwise inside the culvert. On the location, long tarpaulin, lumber, and unused pipes were also found.
"This makes water flow in the culvert clogged and not well functioned thus water overflowed to the road," he closed.
