He assessed, the apparatus needs to implement three guidelines to overcome the potential for flooding. The three basic guidelines are, Alert, Response and Galang (SIAGA). Alert means being alert and ready at all possibilities. Then, Response means can respond quickly to the possibility of a disaster.
