Emphasizing the Importance of 3M, City Routinely Conducts Health Protocol Operations

Public awareness in implementing 3M (wearing mask, maintaining safe distance, washing hands) should be improved, considering that COVID-19 pandemic is still happening in Jakarta. Therefore, Jakarta Government through Jakarta Satpol PP has routinely monitored health protocols implementation in the community, even since the beginning of the pandemic in last April.

Health Protocols Monitoring and Enforcement Operation is conducted every day to improve public awareness about the importance of implementing health protocols

Jakarta Satpol PP Head, Arifin mentioned, this monitoring was carried out according to Jakarta Gubernatorial Regulation (Pergub) No. 79 and 101/2020 and Gubernatorial Decree (Kepgub) No. 1295/2020 which impose number of sanctions for violations committed by individuals up to company, consisting of social sanctions, administration sanctions, and sealing.

"Health Protocols Monitoring and Enforcement Operation is conducted every day to improve public awareness about the importance of implementing health protocols. We also want to convey a message to public that Jakarta Government is serious about preventing COVID-19 spread and urges people to comply with health protocols," he stated as quoted from ppid.jakarta.go.id, on Friday (1/8).

The operation, he continued, is conducted in random locations throughout Jakarta using a priority system. For example, Satpol PP Sub-district Unit has priority points and location points that are routinely monitored within their working area. This controlling activity is also carried out based on Satpol PP and Regional Apparatus' work programs, such as Sub-district and Urban Village Heads, as well as accommodating reports from local residents.

"It is done to minimize the possibility of people being exposed to COVID-19. However, we really need cooperation from entire community to be disciplined and carry out the regulations, thus we don't need to impose sanctions. Reduce activities outside if there is not urgent. Please don't hang out and just stay at home for the weekend, and avoid crowd," he asserted.

He also explained about how much the fines and types of sanctions applied in Jakarta. For those who don't wear masks can choose to be given social work sanction by cleaning public facilities for 60 minutes while wearing the violator's vest, or pay administrative fine Rp 250,000.

If the violators are caught repeating violations, they will be subject to progressive or multiple sanctions. For repeating violations once, can choose to do cleaning for 120 minutes or pay administrative fines Rp 500,000. Then, for those who repeated violations twice, can choose to do cleaning work for 180 minutes or pay administrative fines Rp750,000. While for those who repeated violations for 3 times and so on, can choose to do cleaning work for 240 minutes or pay administrative fines Rp 1,000,000.

Meanwhile, for restaurants, food stalls, and cafes that caught violating the regulations, will be forced by Satpol PP officers to close their businesses maximum 2 hours after being caught. Administrative sanction in form of temporary closure can last to maximum 1x24 hours. Repeated violations are also subject to progressive administrative fines from Rp 50 million up to Rp 150 million.

Companies, workplaces, and industries that violate health protocols will be given administrative sanction in form of temporary closure of maximum 3x24 hours. Repetition of violation will be subject to progressive administrative fine from Rp 50 million to Rp 150 million.

"There is also sanction which recommended to revoke business place's operational permit if there is a delay or not paying administrative fines. Money collected from fines will be transferred to regional treasury," he said.
