Those 15 urban villages were Johar Baru, Rawasari, Cibubur, Penggilingan, Cijantung, Cengkareng Timur, Kapuk, Srengseng Sawah, Tugu Utara, Karet, Tugu Utara, Sunter Jaya, Sunter Agung, Jagakarsa and Pondok Labu.
