PPKM Level 3 in Jakarta is Extended by Two Weeks, Residents Asked to Stay Disciplined Although the Cases are Under Control

Jakarta Government has again imposed Public Activity Restrictions (PPKM) Level 3 and extended it for 14 days, from September 21 to October 4, 2021. The policy was stated in Jakarta Governor's Decree No. 1122/2021 concerning Enforcement of Public Activity Restrictions (PPKM) Level 3 Corona Virus Disease 2019.

This policy was also conducted to follow up the Instruction of Minister of Home Affairs No. 43/2021 on Enforcement of Public Activity Restrictions (PPKM) Level 4, Level 3, and Level 2 Corona Virus Disease 2019 in Java and Bali.

"Although number of cases in Jakarta is getting more under control, we must not let our guard down. Keep it up, take care of your health, discipline in implementing 6M, don't be careless. Hopefully our struggles during the pandemic will yield even better results," conveyed Jakarta Governor, Anies Baswedan at Jakarta City Hall, Wednesday (9/22).

Starting Today, Odd-Even Policy Applies in TMII Area

In Governor's Decree, it was stated that during PPKM Level 3 period, everyone who carries out activities in each sector or place must have been vaccinated against COVID-19 at least first dose, but preferably fully vaccinated (2 doses), except for residents who are still in a grace period of 3 (three) months after confirmed COVID-19 with evidence of laboratory results, as well as residents who are contraindicated for COVID-19 vaccination based on the results of medical examinations and doctor's certificate, and children under 12 years old.

For people who have been vaccinated, they can their vaccination status on Jakarta Kini (JAKI) application, or vaccination certificate issued by PeduliLindungi.id, and/or proof of vaccination issued by authorized institution. For information, COVID-19 health protocols and enforcement of sanctions in this Governor's Decree is carried out in accordance with provisions in Governor's Regulation No. 3/2021 on Implementing Regulations of Regional Regulation No. 2/2020 concerning COVID-19 Handling.

Here are the types of restrictions applied in extension period of PPKM Level 3:

1. Activities in workplace/office - Non-essential sectors: Work From Home (WFH) by 25% (twenty five percent) for employees who have been vaccinated and required to use PeduliLindungi application at entrance and exit of workplace; - Essential sectors: a. Finance and banking only for insurance, banks, pawnshops, futures exchanges, pension funds, and financial institutions that are oriented to physical services with customers: -For letter (a) it can operate with maximum staff capacity of 50% (fifty percent) for locations related to public services, and 25% (twenty five percent) for office administration services to support operations and with stricter health protocols; b. Capital market (which is oriented towards customer service and good capital market operations); c. Information and communication technology includes cellular operators, data centers, internet, postal services, media related to information dissemination to the public - For letters (b) to (c) can operate with maximum staff capacity of 50% (fifty percent) and with stricter  health protocols implementation; d. Non-quarantine hotels - For letter (d) can operate with stricter health protocols by following these conditions: (a) Must use PeduliLindungi application for screening all employees and visitors; (b) Maximum capacity 50% (fifty percent) and only visitors with green and yellow categories in PeduliLindungi application who may enter; (c) Fitness center/gym facilities, meeting rooms and large-capacity meeting rooms/ballrooms are permitted to be opened using PeduliLindungi application and maximum capacity 50% (fifty percent), food and beverages served in boxes on large-capacity meeting rooms/ballrooms and no buffet; (d) Visitors under 12 years old must show Antigen negative result (D-1)/PCR (D-2); e. Export-oriented and supporting industries where company must show proof of sample documents for Notification of Export of Goods (PEB) for the last 12 (twelve) months or other documents indicating export plans and are required to have an Operational Permit and Mobility of Industrial Activities (IOMKI) with due regard to regulations from Ministry of Industry. -For letter (e) can operate with following conditions: (a) can only operate by arranging work shift with maximum staff capacity of 50% (fifty percent) only in production facilities/factories; (b) 10% (ten percent) for office administration services to support operations, (c) use PeduliLindungi application when entering the office and going home; (e) employees not eating at same time. - Essential in the government sector that provides public services that cannot be delayed: Following technical provisions issued by Ministry of Empowerment of State Apparatus and Bureaucratic Reform; - Critical sectors: a. health; b. security and order; c. disaster management; d. energy; e. logistics, transportation, and distribution, especially basic needs for the community; f. food and beverages and their supporting equipment, including for livestock/pets; g. fertilizers and petrochemicals; h. cement and building materials; i. national vital object, j. national strategic projects; k. construction (public infrastructure including telecommunication and broadcasting infrastructure); and l. basic utilities (electricity, water, and waste management): 1. For letter (a) and letter (b) 100% (one hundred percent) staff can operate without any exceptions and with stricter health protocols implementation; 2. For letters (c) to (l) can operate 100% (one hundred percent) of maximum staff, only in production/construction/service facilities to the community and for office services to support operations, maximum of 25% (twenty five percent) staff; and 3. Companies included in sectors mentioned in letter (d), (e), (f), (g), (h), (k), (l) are required to use PeduliLindungi application for screening all employees and visitors who enter production/construction/service facilities and office administration areas; and 4. Companies that are included in sector category according to letter (c) are required to obtain recommendation from technical ministry of sector guidance before they can gain access to use PeduliLindungi.

2. Teaching and Learning Activities - Educational Units: Learning activities in educational units can be done through limited face-to-face learning and/or distance learning based on the Joint Decree of Minister of Education and Culture, Minister of Religion, Minister of Health and Minister of Home Affairs No. 03/KB/2021 , No. 384/2021, No. HK.01.08/MENKES/4242/2021, No. 440-717/2021 regarding guidelines for learning implementation during Corona Virus Disease 2019 (COVID-19) pandemic and for Education units that carry out limited face-to-face learning. with maximum capacity of 50% (fifty percent), except for: 1. SDLB, MILB, SMPLB, SMLB, and MALB with maximum of 62% (sixty two percent) to 100% (one hundred percent) by maintaining minimum distance of 1.5 m (one point five meters) and maximum of 5 (five) students per class; and 2. PAUD is limited to maximum of 33% (thirty three percent) by maintaining minimum distance of 1.5 m (one point five meters) and maximum of 5 (five) students per class.

3. Activities in Daily Needs Sector a. Supermarkets, hypermarkets, traditional markets, grocery stores, and supermarkets that sell daily necessities: Operating hours are limited to 21.00 WIB with visitor capacity of 50% (fifty percent), with stricter health protocols implementation, specifically for central market can operate according to operating hours, and supermarkets and hypermarkets are required to use PeduliLindungi application starting September 14, 2021; b. Pharmacies and drug stores: Can be open for 24 (twenty four) hours, with stricter health protocols implementation; c. Traditional markets that sell non-daily necessities: Can operate with maximum capacity of 50% (fifty percent), and operating hours are limited to 17.00 WIB, with stricter health protocols implementation. d. Street vendors, grocery stores, voucher agents/outlets, barbershops, laundry, small stalls, small workshops, vehicle wash service and others: Allowed to open with operating hours until 21.00 WIB with stricter health protocol implementation.

4. Eating/Drinking Activities in Public Places (a) Food stalls/warteg, street vendors, small stalls and others: Allowed to open and provide dine-in service until 21.00 WIB with maximum capacity 50% (fifty percent) and maximum meal time 60 (sixty) minutes with stricter health protocols. (b) Restaurants, cafes located in closed buildings/shops in separate locations: -Conducted health protocols trial with following conditions: a. Can receive dine-in with operating hours up to 21.00 WIB; b. Maximum capacity 50% (fifty percent) visitors; c. 1 (one) table for maximum 2 (two) people; d. Maximum meal time 60 (sixty) minutes; e. Required to use PeduliLindungi application for screening all visitors and employees; and (c) Restaurants and cafes with operating hours starting at night: - can operate with following conditions: (a). Can provide dine-in with operating hours from 18.00 WIB to maximum 00.00 with strict health protocols; (b). Maximum capacity 25% (twenty five percent); (c). 1 (one) table maximum for 2 (two) persons; (d). Maximum meal time is 60 (sixty) minutes; and (e). Required to use PeduliLindungi application for screening all visitors and employees.

5. Activities at Shopping Centers/Malls/Trade Centers: - Shopping centers/malls/trade centers: 1. Maximum capacity 50% (fifty percent) and operating hours are up to 21.00 WIB by following provisions in number (3) letter (a) and number (4) letter (b) and with health protocols set by Ministry of Trade; 2. Required to use PeduliLindungi application for screening all visitors and employees of related shopping centers/malls/trade centers; 3. Residents under 12 (twelve) years old must be accompanied by their parents to enter shopping centers/malls/trade centers; 4. Children playgrounds and entertainment venues in shopping are closed; 5. Cinemas can operate with health protocols trial with following condition: a) Required to use PeduliLindungi application for screening all visitors and employees; b) Maximum capacity 50% (fifty percent) and only visitors with Green and Yellow categories in PeduliLindungi application who are allowed to enter; c) Visitors under 12 (twelve) years old are prohibited from entering; d) Not allowed to eat and drink or sell food and beverages in the cinema area; and e) Following health protocols regulated by Ministry of Tourism and Creative Economy and Ministry of Health.

6. Construction Activities - Construction sites for public infrastructure (construction sites and project sites): Operating 100% (one hundred percent) with arranged operating hours and capacity and stricter health protocols implementation. - Non-infrastructure construction sites for public: Maximum 30 (thirty) people are allowed to operate by implementing stricter health protocols.

7. Worship Activities - Places of worship (mosques, musala, churches, temples, pagodas and other places that are used as places of worship): Can hold congregational worship/religious activities during PPKM Level 3 (three) period with maximum of 50% (five) fifty percent) capacity or 50 (fifty) people by implementing stricter health protocols and paying attention to technical arrangements from Ministry of Religion.

8. Activities in Health Care Facilities - Health care facilities: 100% (one hundred percent) operating with stricter health protocols implementation.

9. Activities in Public Areas and Other Places That Can Generate Crowds - Public Facilities, public areas, public parks, public tourist attractions and other public areas: Temporarily closed - Particular tourist attractions: Trial on health protocols, with conditions: (a) Following health protocols regulated by Ministry of Tourism and Creative Economy and Ministry of Health; (b) Operational hours up to 21.00 WIB; (c) Required to use the PeduliLindungi application for screening all visitors and employees; (d) Children under 12 (twelve) years old are prohibited from entering tourist attractions where the trial is conducted; and (e) List of tourist attractions participating in this trial is determined by Ministry of Tourism and Creative Economy; (f) Odd - even traffic policy is implemented along the road around tourist sites from Friday at 12.00 WIB until Sunday at 18.00 WIB. - Wedding Reception Venue: Can be held with maximum 20 (twenty) invitees and not allowed for eating in the venue by implementing stricter health protocols. - Locations for arts, culture, and social activities that can cause crowds: Temporarily closed. - Sports Facilities: 1. Sports activities in a closed room, sports activities carried out in groups and sports competitions are temporarily closed; 2. Especially for sports facilities in open spaces, they can operate with the following conditions: (a) Operational hours are up to 21.00 WIB, without spectators and with stricter health protocols implementation; (b) Conducted in open space (outdoor) either individually or in small groups of maximum 4 (four) people, does not involve physical contact with other people and does not routinely require individual interaction in close proximity, can be carried out with strict health protocols implementation; (c) Sports facilities in open spaces are permitted with maximum 50% (fifty five percent) of capacity; (d) Masks must be worn during sports activities, except for sports activities that require removing the mask, such as swimming. For sports activities that must be carried out without the mask, the mask can only be removed when carrying out sports activities; (e) Temperature checks are carried out on everyone who enters sports facilities; (f) Restaurants and cafes in sports facilities are permitted to provide dine-in service with maximum capacity 50% (fifty percent) and maximum meal time 60 (sixty) minutes; (g) Supporting facilities such as lockers, VIP rooms, and bathrooms are not permitted to be used except for toilet access; (h) Users of sports facilities are not allowed to gather before or after sporting activities and must keep their distance; (i) Screening for visitors at sports facilities must use PeduliLindungi application; and (j) Sports facilities that violate the health protocol will be subject to sanctions in form of temporary closure.

10. Activities on Transportation Modes - Public Vehicles, Mass Transportation, Taxis (Conventional and Online) and Rental Vehicles: Maximum passengers 50% (seventy percent) of capacity, with stricter health protocols; - Motorcycle Taxis (Online and Conventional): Implement stricter health protocols.
