Let's Support Air Quality Improvement Through Motor Vehicle Emission Test!

Jakarta Government requires private motor vehicles in Jakarta to carry out emission test. Motorcyles and cars that don't pass the emission test will be subject to sanctions.

Motor vehicles that are more than 3 years of age can still pass through Jakarta area as long as they take and pass the emission test

Jakarta Environment (LH) Agency Head, Asep Kuswanto mentioned that based on Jakarta Governor Regulation No. 66/2020 on Motor Vehicles Exhaust Emission Test Article 2 Paragraph 2, this regulation also applies to motor vehicles with more than three years of age.

"Motor vehicles that are more than 3 years of age can still pass through Jakarta area as long as they take and pass the emission test. The key is to carry out routine maintenance on cars or motorcycles. As long as it is well cared for, it will certainly pass the emission test," he stated, Thursday (11/4).

He explained that private vehicles can take vehicle emission test at emission test workshops, emission test kiosks, mobile emission test service, or Jakarta LH Agency Office. After carrying out emission test, the result will be issued.

"The emission test result in form of statement of passing the emission test is recorded in Emission Test Information System Database which is integrated with parking management, police, tax, and others," he mentioned.

According to him, the increasing number of motor vehicles is one of the causes of increasing air pollution and congestion in Jakarta. Increase in number and type of motor vehicles causes increase in number of emission released in form of Carbon Monoxide (CO), Hydrocarbons (HC), Nitrogen Oxides (NO) and dust.

"Based on air pollution emission inventory calculation conducted by Jakarta LH Agency in collaboration with Vital Strategies, it shows that largest source of pollution in Jakarta is from transportation sector with PM2.5, NO and CO pollutants," he said.

He added that steps taken by Jakarta Government to require all motor vehicles operating in Jakarta to take emission test and pass the emission quality standard are very important to improve air quality in Jakarta.

Moreover, Law No. 22/2009 on Road Traffic and Transportation has regulated sanctions for vehicles whose exhaust gas do not meet the quality standard.

"Jakarta Government's assertiveness is in line with demands of citizen lawsuit whose decision ordered to impose sanctions for moving sources, namely motor vehicles that pollute air and not pass the emission test," he conveyed.

For information, Jakarta Governor Regulation No. 66/2020 on Motor Vehicles Exhaust Emission Test Article 2 Paragraph 1 states targets for motor vehicle emission test, namely;

(a) Individual Passenger Cars; and (b) Motorcycles, which operate on roads in DKI Jakarta Province.

Then, Article 2 Paragraph 2 states that individual passenger cars and motorcycles as referred to in Paragraph 1 are those with more than three years.

In addition, Law No. 22/2009 on Road Traffic and Transportation (LLAJ) Article 285 Paragraph 1 states that anyone who drives motorcycle on road that doesn't meet technical and road-worthy requirements which includes rear view mirrors, horns, headlights, brake lights, directional lights, light reflecting devices, speed measuring devices, exhausts, and tire tread depths as referred to in Article 106 Paragraph 3 in conjunction with Article 48 Paragraphs 2 and 3 may be sentenced to maximum imprisonment of one month or maximum fine of Rp 250,000.

Furthermore, Article 286 states that anyone who drives motor vehicle with four or more wheels on a road that does not meet the roadworthiness requirements as referred to in Article 106 Paragraph 3 in conjunction with Article 48 Paragraph 3 may be sentenced to maximum imprisonment of two months or maximum fine of Rp 500,000.
