Dishub Cracks Down on Illegal Parking in Dukuh Atas TOD Area

The Jakarta Transportation Agency (Dishub) has implemented several measures to curb illegal parking in the Dukuh Atas Transit Oriented Development (TOD) area, Central Jakarta, which is currently in the spotlight due to the Citayam Fashion Week CFW phenomenon.

Dishub Head Syafrin Liputo said many visitors parked their vehicles on sidewalks and roadsides which disrupted traffic order. It violated Bylaw number 5/2014 on Transportation that vehicle owners are prohibited from parking on the road property.

Moreover, sidewalks as pedestrian rights have been regulated in Law number 22/2009 on Road Traffic and Transportation Article 131 which states that sidewalks must be free from parking vehicles.

"Existing parking rules must be obeyed," he stressed, Monday (8/1).

Aside that, officers would also sterilize sidewalks and bicycle lanes from illegal parking in the Dukuh Atas area, including installing a traffic cone as a barrier between the sidewalk and the highway.

Supposedly, drivers should understand and obey all applicable parking regulations.

According to Bylaw number 5/2012 on Parking, vehicles are prohibited from parking on the road property except in official parking facilities managed by the regional government or business entities.

Sanctions were imposed on violators as a deterrent effect. Based on the Bylaw, officers will tow vehicles parked in prohibited areas.

"Based on Gubernatorial Regulation number 31/2017 Article 29, violators will be charged a towing and storage levy of Rp 500,000 per day for cars and Rp 250,000 per day for motorbikes," he explained.

According to Bylaw number 5/20214 on Transportation, there are various other measures for indiscriminate parking of vehicles, such as locking vehicle tires and moving vehicles by towing to an official parking lot or to a vehicle storage area provided by the regional government or removing the tire valve.

“All regulations need to be obeyed to create traffic order. If you want to park, the driver can park in the parking facilities provided for mutual comfort," he asserted.

As for the information, based on Bylaw number 79/2013 on Road Traffic and Transportation Networks, here are several points prohibited from being used as parking spaces on road property:

1. Designated pedestrian or bicycle crossings

2. Sidewalk and pedestrian

3. Bike lane

4. Bend road

5. Bridge

6. Tunnel

7. Places near railroad crossings

8. Places near the intersection

9. In front of the entrance to the yard/activity center

10. Places that can cover signs or traffic signaling devices

11. Adjacent to a fire extinguisher or a water source for fire fighting

12. On sections with high congestion levels
