City Council - City Sign MoU on Amendments to City Budget's KUA-PPAS 2025

The Jakarta City Council held a plenary meeting for the signing of a memorandum of understanding (MoU) on the Draft Amendment of the Capital's Budget Priorities and Preliminary Threshold (KUA-PPAS) 2025, Wednesday (7/16).

This meeting was also continued with the delivery of a speech by Jakarta Deputy Governor, Rano Karno, regarding the Draft Bylaw on APBD 2025 Amendment.
Jakarta City Council Chairman, Khoirudin, opened the meeting by stating that this agenda is a follow-up to the agreement of the Jakarta City Council's Deliberation Body (Bamus) on May 26, 2025.

Following Article 169 of Government Regulation No. 12/2019 on Regional Financial Management, regional heads are required to submit the Draft Amendment of City Budget's KUA-PPAS to Jakarta City Council for discussion and joint agreement. The results of this agreement would serve as the basis for preparing the Work Plan and Budget of Regional Working Units (RKA-SKPD).
City Council had received a letter from Gubernatorial Regulation No. 338/UD.00.00 dated July 3, 2025, regarding the submission of draft documents for amendments to the Budget and Revenue and Expenditure Plan. City Council has also followed up with discussions following applicable regulations.
The MoU signing by Deputy Governor and City Council leader, witnessed by council members, Jakarta Government officials, and invited guests present in the plenary meeting room.
After the signing, the meeting continued with the second agenda, which was the delivery of the Deputy Governor's speech regarding the Draft Bylaw on the Amendment to the City Budget 2025.
"As is understood, Governor has sent a letter to City Council with No. 370/HK.01.02 dated July 16, 2025, regarding the request for approval of the Draft Bylaw on City Budget Amendment," he explained.
Bamus had been set the schedule for discussing the Draft Bylaw since April 21, 2025, and the entire process had been conducted following the mechanisms established in the laws and regulations.
The signing also refers to the provisions of Article 16 paragraph (6) of Presidential Regulation No. 12/2018 on the Rules of City Council Procedure which states that documents agreed upon together by the regional head and the City Council were signed during a plenary meeting.
By doing so, the Jakarta Government and City Council had agreed on the policy direction and the provisional budget ceiling to be used as the basis for preparing the City Budget 2025 Amendment.
