Bapemperda Provides Additional Time to Complete Discussion of Regional Regulation Draft

The Regional Regulation Formation Agency (Bapemperda) of the Jakarta City Council has given four special committees (Pansus) an additional one month to complete discussions on the Regional Regulation Draft (Raperda), before bringing it to the Bapemperda level.

The four special committees are the Special Committee on Education Provision, the Special Committee on Utilities, the Special Committee on Smoke-Free Areas (KTR), and the Special Committee on Regional Property (BMD). Meanwhile, the Special Committee on Parking did not discuss the regional regulation draft but instead provided recommendations to the Bapemperda.

Chairman of Jakarta City Council's Bapemperda, Abdul Aziz explained according to regulations, the special committee's term of office is a maximum of one year. However, because discussions did not begin at the beginning of the year, his party coordinated with the council leadership to agree on a three-month term.

"After three months, most of the special committees hadn't finished their discussions. They then requested a three-month extension, which was granted. So, it's been six months in total, but only one special committee has finished its work, the Special Committee on Education Implementation," Aziz said, Sunday (10/5).

He added that three other special committees had again requested an extension. However, a meeting with the City Council leadership decided to grant only one more month, with the target of completing all regional regulations draft by November 2025.

"This is because the completed regional regulation draft needs to be synchronized with the Ministry of Home Affairs, which also requires time and a queuing process. If it can be submitted to the Ministry of Home Affairs in November, hopefully it will be completed by December," he added.

Aziz admitted that the progress of discussions in each special committee varied depending on resources, data availability, member readiness, and meeting scheduling.

"The formation of this special committee is a lesson for us all that drafting a regional regulation is not as easy as expected. However, I remain optimistic that everything can be completed by the end of this month. If that's not possible, the discussion will be moved to next year as a priority," he stated.
