Bapemperda Outlines Strategy for 2026 Regional Regulations

Deputy Chairperson of the Jakarta Council (DPRD) Bapemperda, Jhonny Simanjuntak, outlined several strategies to boost the productivity of DPRD and Jakarta Provincial Government in drafting regional regulations (perda) next year.

He noted that so far, the executive and legislative bodies have been inconsistent in scheduling discussions on draft local regulations, which often delays the drafting process.

“Therefore, the Governor proposed a very good idea based on his previous experience leading the Baleg, which is to form a small team before the official discussions begin . This small team will review the substance of the draft regulations, consisting of members from both the DPRD and the executive,” Jhonny said after meeting Jakarta Governor Pramono Anung on Monday (11/17).

Jhonny explained that the small team would include three representatives from the executive and three from the legislative side. With this format, the discussion of draft regulations is expected to proceed more quickly and effectively.

“The small team depends on the type of regulation. For example, when discussing the Smoke-Free Zone Regulation (KTR), three representatives from health sector and three from DPRD will be involved,” he added.

He mentioned that Governor Pramono also agreed to designate Tuesdays as Regional Regulation Day, where all parties will focus solely on discussing draft regulations each week.

“No other activities will take place, either in DPRD or executive. Everyone will focus on the regulation discussions,” he asserted.

Jhonny revealed that their target is to complete 13 regional regulations by the end of this year. Meanwhile, for next year, the council and the Jakarta Provincial Government are aiming for a higher number.

“We plan to target 20 regulations next year, but according to central government rules, we can only increase the target by up to 25 percent. So, if the target is 13 (this year), we can only increase the number slightly beyond that,” he stated.
