His party is currently revising the bylaw about reclamation. The city administration adds several liability of developers who get the right reclamation. One of them is asking quota of 15 percent of taxable value of property (NJOP) of reclaimed land.

According to him, reclamation is based on Presidential Regulation 1995. Obey it, the city administration also drafts the bylaw.
