The existence of One Stop Integrated Services (PTSP) counters, which combine Regional Working Unit (SKPD) services in West Jakarta, is assessed to be still ineffective.

Many residents who wanted to process permits are upset since the officers in the counters rarely standby. As a result, business and resident’s building permits process becomes late because of the ab sence of the officers.
Head of West Jakarta PTSP, Koet Laksana, stated that permit applications proposed by residents will all be processed. But, he did admit that the process is hampered because of some problems, including the absence of SKPD/UKPD officers in PTSP counters.
“The absence of SKPD/UKPD officers in PTSP counters is one of the problems aside the permits signing process,” he uttered, Wednesday (4/23).
According to Laksana, there are 21 SKPDs/UKPDs in West Jakarta. However, only four SKPDs are involved with PTSP, namely Health Sub-Department, Spatial Sub-Department, Cooperatives, Micro, Small and Medium Scale Enterprises and Trade (KUKMP) Sub-Department, and Satpol PP. In addition, there are also two sub-departments handling online system, namely Building Permit Sub-Department and Building Control Sub-Department.
“There are 21 SKPDs in the region, but only four that coordinated with PTSP. Two sub-departments process permit with online system because they have their own web, while the rest have not,” he explained.
Moreover, Laksana added, there are also some SKPDs making permit registration posts in their offices without involving PTSP. In the future, his party will try to coordinate those UKPDs. He also hopes the Bylaw No. 12/2013 on PTSP institutional could be implemented soon by Jakarta Provincial Government, so licensing process will not be hampered.
