Bapemperda Eyes 20 New Bylaws This Year

The Jakarta Bylaw Formation Agency (Bapemperda) has finalized 10 draft bylaws so far in 2026. This achievement accounts for half of the agency's target to pass 20 regulations by the end of the year.

We expect all necessary documentation to be finalized by next week

Jakarta DPRD's Bapemperda Chairman, Abdul Aziz, stated that close collaboration between the legislative and executive branches is essential to meet this legislative goal.

"Entering the third quarter, we are evaluating our progress from the first half of the year and strategizing for the next six months to ensure the target of 20 bylaws is achieved," he expressed, Tuesday (8/11).

Discussing Draft Regional Regulation on Taxes, Bapemperda Emphasizes Protection for Low-Income Residents

He explained that seven draft bylaws have yet to be submitted by the executive branch, while four others remain in the drafting stage.

Those four drafts include the Draft Bylaw on the Structuring, Development, and Empowerment of Street Vendors; Draft Bylaw on Employment; Draft Bylaw on Population Administration and Civil Registration Management; and Draft Bylaw on Provision of Legal Aid.

"These four pending bylaws are urgently needed by the public," he continued.

He added that the remaining three draft regulations focus on restructuring BUMDs into regional limited liability companies to comply with current legal standards. These involve the Draft Bylaw for PT Bank Jakarta and the legal status transition for PT Transportasi Jakarta.

Further, the legislative body is processing the Draft Amendment to Bylaw No. 6/2025 on the change of Perumda Air Minum Jaya's legal status from a public utility to PT Air Minum Jaya.

Aziz noted that the city is taking a week to decide on the full submission of the seven draft bylaws. As for the council is moving forward with its own initiative: a draft bylaw focused on preventing sexual deviance.

Bapemperda intends to visit Bandung Regency, which serves as a benchmark for this specific regulation.

"We expect all necessary documentation to be finalized by next week so we can kick off the deliberation process immediately," he concluded.
