Waste Service Provider Sanctioned Over Proven Illegal Dumping

The Jakarta Environmental Agency has taken decisive action against a waste transportation service provider, PT Sinar Berdikari Cemerlang Idaman (PT SBCI), after it was found illegally dumping waste on Jalan Reformasi, Cilincing, North Jakarta.

PT SBCI was handed administrative sanctions, including a compulsory fine by Rp 10 million and a first formal written warning.

The Jakarta Environmental Agency is also continuing its investigation into other waste service providers to prevent similar practices and ensure that no waste is disposed of at unauthorized locations.

Jakarta Warns of Tough Sanctions for Illegal Waste Dumping

The case came to light after the illegal dumping activity was recorded and circulated via an Instagram account. While the vehicle in the video visually resembled the Environmental Agency’s official fleet, a subsequent investigation confirmed that the vehicle actually belonged to PT SBCI.

Jakarta Environmental Agency Head, Dudi Gardesi, stated that the enforcement action is part of the Jakarta government’s consistent efforts to regulate waste management and ensure that all service providers fulfill their obligations following regulations.

He emphasized that the Jakarta government will not tolerate illegal dumping practices, even when committed by waste transportation companies.

"Every waste transportation provider has the responsibility to ensure that the waste they collect is brought to the designated facilities and managed according to the rules. If any violations are found, we will take action. This is crucial to protect the environment and maintain order in Jakarta’s waste management," he expressed, Wednesday (8/12).

According to him, law enforcement will not stop at this single case. The Environmental Agency will intensify oversight and track other vehicles or service providers suspected of engaging in illegal dumping practices.

"We want to ensure that the entire waste transportation chain operates in an orderly manner. No party should collect waste collection fees from the public or business entities, only to then dump the trash indiscriminately. Such practices must be stopped," he asserted.

Supervision and Law Compliance Division Head, Helmy Zulhidayat explained that his team began identification after receiving reports of a video showing illegal dumping activities on Monday (8/10).

From the investigation, the vehicle recorded in the video was identified as belonging to PT SBCI. The Environmental Agency subsequently summoned the company for further clarification and examination on Tuesday (8/11).

During the process, PT SBCI representatives admitted that the vehicle in the video belonged to the company. Field inspection results also revealed employee housing and a parking area for the company’s waste collection vehicles located near the illegal disposal site.

Based on the verification and examination results, we have imposed administrative sanctions in the form of a compulsory fine by 10 million on PT SBCI, following Provincial Regional Regulation No. 3/2013 on Waste Management. The company was also issued its first formal written warning under Gubernatorial Regulation No. 102/2021," he explained

Helmy emphasized that the enforcement action is part of the effort to restructure the waste transportation system, ensuring that all service providers operate responsibly and in compliance with regulations.

"We'll continue our oversight. Every finding will be investigated, and every violation will be penalized following the regulations. Our objective is not merely to impose sanctions, but to ensure that illegal dumping practices cease and that waste management in Jakarta becomes increasingly orderly," he concluded.
