Cengkareng Regional Hospital Promotes SIGAP Referral for Mothers and Newborns

Cengkareng Regional General Hospital strengthened the SIGAP (Synergy, Fast, and Responsive) program for Mothers and Newborns through socialization activities involving a network of health service facilities in West Jakarta, Monday (10/5).

The socialization was attended by 44 participants, consisting of doctors and midwives from community health centers (Puskesmas), networked hospitals, and independent midwives in West Jakarta. The event also featured speakers from the fields of obstetrics and gynecology, pediatrics, and intensivists.

Cengkareng Regional Hospital Director, Lysbeth Regina Pandjaitan said the SIGAP program is a 24-hour rapid response service strengthening program to handle maternal and newborn emergencies.

She added that this activity is part of an effort to strengthen referral services and rapid response to emergency conditions for pregnant women, women in labor, postpartum mothers, and newborns.

According to him, PONEK is a comprehensive emergency obstetric and neonatal care service aimed at managing maternal and newborn emergencies. As a type B referral hospital, Cengkareng Regional Hospital has supporting facilities, including a NICU, PICU, and Maternal HCU.

"So, we are a PONEK hospital that strives to reduce maternal and infant mortality. We have on-site doctors ready to help, obstetricians, pediatricians, and anesthesiologists. So, if an emergency arises, we're not late in responding," she said.

During the socialization, Cengkareng Regional Hospital also emphasized the importance of strengthening referral networks. Lysbeth stated that strengthening these networks is necessary to ensure first-level healthcare facilities have the certainty and confidence to refer patients in emergency situations.

The SIGAP program was also motivated by the continued need to strengthen efforts to reduce maternal and infant mortality rates in West Jakarta and Jakarta. One issue of concern is the delay in recognizing dangerous conditions, accessing health services, and receiving treatment at health facilities.

She continued this condition is related to the concept of '3 Delays', namely being late in recognizing danger signs and deciding to seek help, being late in reaching a health facility, and being late in receiving treatment at a health facility.

In addition, there are also the '4 Too' factors, namely being too young when pregnant, too old, spacing pregnancies too closely together, and having too many children.

“That is the basis for us launching the SIGAP program," she continued.

She explained that the Synergy element in SIGAP is realized through collaboration between Cengkareng Regional Hospital and Community Health Centers, clinics, independent midwives, network hospitals, and private hospitals.

Meanwhile, the Fast element is realized through the readiness of doctors and facilities 24 hours a day.

The Responsive element is directed not only at healthcare workers but also at the community. Through the Community Health Center (Puskesmas) network, the public is expected to become more aware of danger signs in pregnancy and newborns so they can seek medical attention promptly.

"We also respond at the community level through community health centers. Of course, the community health centers play a larger role in the community, but we also play a role in hospitals so that the community is aware and responsive, so they know the danger signs and can quickly go to the hospital to avoid delays," she explained.

The SIGAP program also includes postpartum maternal and infant monitoring and lactation support. These services are crucial for ensuring the continued well-being of both mothers and babies after delivery, while also supporting breastfeeding and infant health from the beginning of life.

Lysbeth hopes that strengthening the SIGAP program can support the Jakarta Provincial Government's efforts to reduce maternal and newborn mortality rates and provide support for stunting prevention efforts from early life.

"We ensure there is no gap in providing the best assistance because patient safety is our absolute priority," she admitted.
