Commission D: Upgrading Residential Areas a Priority in 2027

Jakarta City Council (DPRD) Commission D has provisionally approved a Rp1.54 trillion budget allocation for the Jakarta Housing and Settlement Agency (DPRKP) during discussions on the draft regional regulation on the 2027 City Budget (APBD).

Neighborhood upgrading must be comprehensive

The budget will prioritize upgrading slum neighborhoods, revitalizing public housing, and improving the quality of residential areas.

Jakarta Boosts Public Housing with 11 New Residential Projects

Commission D Chair Yuke Yurike called for a comprehensive approach to upgrading slum neighborhoods, stressing that efforts should go beyond improving physical conditions to include economic empowerment initiatives that help residents improve their quality of life.

"We don't want improvements to focus merely on appearances. Neighborhood upgrading must be comprehensive, involving both the community and its economy. We want these areas to be improved while also helping residents improve their living standards," Yuke said at the Jakarta DPRD building on Tuesday (11/3).

Regarding the public housing revitalization program, Yuke emphasized that the DPRKP should identify public housings that are not yet accessible to people with disabilities as a basis for planning improvements. She also called for more employment opportunities for people with disabilities, both as contract-based service personnel (PJLP) and security officers.

On outstanding public housing rent arrears, Yuke proposed an installment payment scheme for residents facing financial difficulties. Meanwhile, residents who can afford to pay but no longer meet the eligibility requirements for public housing should face firm action to ensure the facilities are allocated to those who need them.

"If there are residents who, for example, own cars and are no longer eligible to live in public housing, firm action must be taken. Without strict enforcement, there will be room for certain parties to misuse these facilities," she stressed.

To support development amid budget constraints, Yuke encouraged the Jakarta Provincial Government to expand partnerships with the private sector through corporate social responsibility (CSR) programs. These partnerships could help improve residential facilities and fund skills training to make residents more economically independent.

Yuke also called for stronger oversight of drainage channel construction to ensure compliance with technical standards and coordination with road improvement projects.

In addition, she proposed installing closed-circuit television (CCTV) cameras in residential areas through coordination among the DPRD's various commissions. The cameras would help improve neighborhood security and monitor illegal waste disposal.

Yuke hoped that all neighborhood improvement and revitalization programs planned for 2027 would be carefully prepared, with a focus on infrastructure quality and residents' needs.

"The quality must be good because the responsibility for this infrastructure is enormous. I hope efforts to address slum settlements in 2027 will be much better than in previous years," she said.
