According to Karmayoga, the Honorary Clarification Letters (SKH) that are pocketed by hundreds of honorary staffs are illegal since their SKHs are signed by head of urban village or sub-district.
“The valid SKH is released by governor, regional secretary or head of section. In Jakarta, the decision letter is released by head of urban village or sub-district and eventually school principal. The government will look closely the valid SKH only when appointing honorary employees. But in reality, many illegal SKHs come to us,” Karmayoga regretted.
He furthered, “We received many reports from residents that will be investigated by asking honorary employee data to every SKPD or UKPD.”
He said that based on the report of the investigation team, there are 280 honorary employees who are qualified for CPNS administration admission that are proven falsifying their SKHs. The findings have already been reported to Jakarta Governor, Joko Widodo, to cancel the appointment of those temporary employees.
As many as 17,878 temporary employees took 2013 City Provincial Government CPNS test. Most of the honorary employees who took the test consist of doctors and teachers.
While based on Government Regulation No. 48/2005 on the Appointment of Honorary Employees becoming CPNS and based on Circular Letter of the State Minister for Administrative Reform and Bureaucratic Reform No. 05/2010, honorary employee income is not financed from the state budget or the regional budget, but from SKPDs/UKPDs that appoint them. While the minimum term of one year at December 31, 2005 and is still working continuously at least 19 years and not more than 46 years by January 2006.
