ERP Revision, City Invites Related Units

Jakarta Provincial Government cooperates with relevant institution in preparing the revision of Governors Regulation No. 149/2016 about Traffic Control with Electronic Road Pricing (ERP). The purpose is to get feedback about revised problems.

We ask recommendation regarding Pergub 149, particularly on Article 8, because we were reminded by KPPU to be careful

Several institutions being involved are Ministry of Transportation, Ministry of Communications and Informatics, Ministry of Internal Affairs, Institution of Goods and Services Procurement (LKPP), KPPU, the Attorney General, and City Transportation Council (DTKJ).

City Regional Secretary (Sekda), Saefullah said the regulation revision will be processed after receiving recommendation from the Business Competition Supervisory Commission (KPPU).

"We ask recommendation regarding Pergub 149, particularly on Article 8, because we were reminded by KPPU to be careful," said Saefullah, Thursday (1/26).

Saefullah explained that KPPU warned about using one of technologies, namely Dedicated Short Range Communication (DSRC) 5.8 GHz with LPR cameras which is listed in Pergub. According to KPPU, the listed technology is including as business competition monopoly category.

"This is what we are talking about related technology. Do not let that chapter closes opportunities for people, especially business world who want to join in goods and services procurement," he added.

Saefullah planned to held next meeting on next week to formulate all recommendations from various related institutions. One of them is to open possibilities for all technology to enter the auction.

"But it must a proven technology, if the system only runs for two days or two months, it would interfere accountability," he closed.
