Officially Suspected, 2 Public Works Sub-Dept Partners Remain Free

After conducting examination to 12 witnesses and collecting evidences, East Jakarta General Court (Kejari), is finally define two suspects of water channel normalization project on Jalan I Gusti Ngurah Rai and Duren Sawit RW 13, East Jakarta. Both suspects are the contractor which conducting those two projects, that is MS contractor for Jalan I Gusti Ngurah Rai and IS contractor for RW 13 Duren Sawit Urban Village.

Special Crime Section Head (Kasie Pidsus) of East Jakarta Kejari, Silvia Desty Rosalina said, however both contractors already defined as suspects, but she still not arrests them because the investigators still examine the case. Beside of it, there might be another possible suspect of this case. Especially from East Jakarta Water Management Public Works Sub-dept, which considered have the most responsibility of both projects.
"We investigate this case for more than a month and have examined 12 witnesses. They are from partner’s element, The Water Management Sub-dept., supervisor consultant, and planning consultant. Our examination shows that both project constructions are not appropriate with the specifications,” Rosalina said.
Kejari Targets Head of East Jakarta Water Management Public Works Sub-DepartmentAccording to Rosalina, the project aberration is for water channel base which must be concreted but it actually not. Beside of it, the base of water channel only installed framework with an iron inside it.
Rosalina explained, both suspects are charged with Article number 2 paragraphs 1 and article 3 juncto article 55 paragraph 1 of law number 31/1999 which has changed with law number 20/2001 about Corruption act. Because of their action all of the suspects threatened with criminal penalties for maximal 20 years in jail.
While for East Jakarta Kejari Head Section, Asep Sontani added, normalization project of RW 13 channel, Duren Sawit Urban Village, have Rp 1.4 million costs based on available budget cap. The temporary calculation resulted state financial losses Rp 275 million. While state losses for water channel project on Jalan I Gusti Ngurah Rai is about Rp 375 million from Rp. 925 million budgets.
“We are still conducting development and probability of another suspects from Water Management of East Jakarta Public Works Sub-dept. could occur,” Asep Sontani said.
Sontani revealed, the working partner might not possible to conduct it on the field by themselves. Moreover this project is using state funds which originate from 2013 City Budget. Thus, the officials that have responsibility of this project construction are Water Management Section of Public Works Sub-dept. as Budget User Head (KPA) and Official Commitment Makers (PPK).
