City's Non-Cash Financial System Wins INAGARA Award

Innovation of non-cash financial management system applied by Jakarta Provincial Government has won the State Administration Innovation (INAGARA) Award from State Administration Institution (LAN).

With non-cash system, our workload can be reduced

This award was given directly by Administrative and Bureaucracy Reform Minister (Menpan RB), Asman Abnur to Heru Budi Hartono as the Former Head of Jakarta Financial Management (BPKD).

LAN also stated Heru as innovative leader who succeeded on improving City financial management accountability by applying non-cash transaction. This non-cash system implementation is considered capable to create a transparent, effective, efficient, and accountable financial management.

"Now I serve in State Secretariat," he said after receiving the award, Monday (8/7).

He explained, non-cash transaction consists of regional revenue and expenditure. His side collaborates with DKI Bank and 12 other national commercial banks to implement it.

He mentioned, regional revenue transaction such as taxes, retributions, and original income is collected by changing the reception counter with banking facilities to simplify residents in payment.

Jakarta Provincial Government is applying direct overbooking to the third party via DKI Bank Cash Management System (CMS) for expenditure transaction such as subsidy, development cost, and routine expenditure thus all transactions can be tracked.

Besides, he continued, SKPD and UKPD can see their year-end budget remaining via CMS and also overbooking the remaining budget to regional cash account. Thus BPKD can monitor the incoming funds in real time and online.

"By the end of 2016, the closing was finished at 19.15. Whereas, on the previous years, we never finished it before midnight. With non-cash system, our workload can be reduced," he closed.
