KIR Test Fund Allegedly Flows to Transportation Department

The findings of the Corruption Eradication Commission (KPK) over corruption practice at Kedaung Kali Angke Motor Vehicle Testing Center Central (PKB), West Jakarta, will be used as a correction. The reason is there was an illegal fund absorbed by Jakarta Transportation Department.

Such assumption is detected from the money circulation in the PKB center which amount is quite high. Presumably, the levy for roadworthiness test (KIR) test is between Rp 60,000-Rp 80,000 per vehicle. Based on KPK’s monitoring results, the average levy per vehicle reaches Rp 100,000-Rp 400,000 per KIR test. KPK indicates there was a sum amount of money goes to Jakarta Transportation Department.

Jokowi to Take Firm Action Against Corrupt KIR Test Employees

According to Basuki, when Akbar was inaugurated as Head of Jakarta Transportation Department, he has instructed Akbar to conduct investigation towards all PKB centers in Jakarta. Moreover, the matter is worsened with the case of deadly accident involving Giri Indah bus B 7297 BI in Cisarua, Puncak, West Java, sometime ago. At that time, the bus which carried a group of Bethel Indonesia Kelapa Gading Church pilgrims fell into a ravine on Jalan Raya Puncak.

“I’ve asked Mr. Akbar to follow up unruly employees in PKB center. I also asked him to find out the best caretaker for it. But, there was no reaction from him,” he told.

Meanwhile, responding KPK’s findings, Akbar said that Jakarta Transportation Department will implement non-cash system in the future. With that, illegal levies are expected could be minimized.

“We’re trying to fix the case by abolishing cash payment system. All will be non-cash. So, you must transfer KIR fund via local treasury account. We use the deposit slip as evidence,” he uttered.

Moreover, Akbar explained that the retribution for KIR test is varied. In details, Rp 80,000 for big vehicle, Rp 71,000 for box car, and Rp 62,000 for small vehicle like taxi.

“According to KPK’s suggestion, KIR test retribution must be fitted to avoid Rp 62,000,” he revealed.  

In Jakarta there are four KIR test places, namely Kedaung Kali Angke, Ujung Menteng, Cilincing, and Pulogadung. Particularly for Kedaung Kali Angke, it has been shut down after Basuki and KPK held sudden inspection on Wednesday (7/23).

“We cannot repair Kedaung Kali Angke PKB because it has not been handed over to Jakarta Provincial Government,” added Akbar.
