BOP Funds Will Be Distributed Directly to Schools

The mechanism of Education Operational Aid (BOP) distribution will be changed. If previously the aid distributed by education sub-departments in each municipality, later it will be directly distributed to schools. This new mechanism is scheduled to be trialed first in Husni Thamrin Senior High School (SMA) in 2015.
In the future, schools will be upgraded into a correct work unit or UPT so they can get DPA just like sub-departments. So, the BOP will be distributed directly to schools
Head of Jakarta Education Department, Lasro Marbun, told that BOP distribution through education sub-departments is assessed to long in bureaucracy process, thus it will be changed. But before the new system is applied, the schools in Jakarta will be changed first into Technical Implementation Unit (UPT) so they can get Budget Implementer Documents (DPA).
“In the future, schools will be upgraded into a correct work unit or UPT so they can get DPA just like sub-departments. So, the BOP will be distributed directly to schools,” he stated, Friday (8/8).
Hundreds of Honorary Teachers Have Not Received Wage for 2 MonthsAccording to Marbun, the old system obligates that before BOP is liquidated and distributed, the schools must first proposed for BOP usage to sub-departments. This process that will be cut since it takes a very long time.
“That is what we want to fix according to the rules. Imagine dozens of billions of rupiah are put in the hands of sub-departments. That is too far. Even to get a receipt takes a long time. The time is running out,” he said.
Later, the schools will independently manage the BOP funds. The budget will remain under Jakarta Education Department, but the schools must make reports on BOP usage and assets bookkeeping as form of accountability to the department.
“The schools will manage the BOP on their own and responsible for it. Just like community health centers (puskesmas), have their own budget, treasury, and DPA,” explained Marbun.
This new mechanism of BOP distribution is believed could make financial management more efficient and ease the monitoring since the schools are the ones which have to make bookkeeping of assets they possessed.
