City-New Zealand Cooperates in Digital-based Competency ASN

This cooperation can really improve public services with digital transformation

Jakarta Provincial Government is cooperating with New Zealand Government in improving the digital capabilities of the State Civil Apparatus (ASN) in a bid to provide public services based on digital technology.

The New Zealand Government is committed to financing to help increase ASN's ability to understand citizens' needs and improve public services digitally.

Jakarta Communication, Informatic, and Statistic Agency Head, Atika Nur Rahmania said that the commitment is also balanced with the companion budget commitment from the regional government, in this case the Jakarta Provincial Government, to finance a series of activities in conducting ASN capacity building training in the area concerned.

"This cooperation can really improve public services with digital transformation. We can look in the mirror and learn from the experiences that have been done in New Zealand," she expressed, during the International Seminar and Workshop entitled 'ICT Support for Enhancing Ease of Doing Business' at City Hall, Wednesday (2/27).

She added that the city is committed to meet the needs of the citizens and to facilitate business permit, which in practice using digital technology.

"This is hope to facilitate citizens," she stated.

New Zealand delegates who are present to share experiences and facilitate seminars and workshops are representatives from Victoria University of Wellington, Creative HQ, Datacom and Foster Moore.

Topics covered include Ease of Doing Business, micro-credentials, design sprints for public services, Customer Relations Management for local governments and business registration systems.

Trade Commissioner of New Zealand Trade and Enterprise, Diana Permana uttered that it is the prospect of a long-term partnership between the New Zealand Government, local governments in Indonesia, universities and companies in both countries.

"Developing a sustainable city and community through Smart City initiative is one example of how companies in New Zealand work with the government, educational institutions, and community members," she told.

In the meanwhile, Government-to-Government Know-How (G2G Know-How) Executive Director, Malcolm Millar uttered that the strong aspirations of local governments in Indonesia to improve the capabilities of digital-based public services have become opportunities for ASN learning areas directly from the best experiences in the world.

"They (New Zealand Government) are committed to helping their partner countries learn from the digital revolution they have experienced," he told. 

In New Zealand, he added, more than 70 percent of the interaction between the government and its population has occurred through digital platforms. His party wants to take on the role of 'One Door Service' for partner governments who want to access the best expertise and experience in the public service sector and the private sector. 

"That makes New Zealand as one of the leading countries in digital-based public services and supports our position as number one in terms of transparency and ease of doing business," he expressed.

As for the information, the first series of International Seminars and Workshops was held in Bandung, 25-26 February 2019 with the host of the West Java Provincial Government and Padjadjaran University.

Even the same seminar and workshop was held again in Jakarta, on 27-28 February 2019, with the host of Jakarta Provincial Government, facilitated by the Jakarta Smart City Management Unit.

It was attended by regional working unit leaders under Jakarta Provincial Government in the field of Economics and Governance and its staff; Regent Kulon Progo, Hasto Wardoyo along with ranks; and representatives from the Foreign Affairs Ministry.
