City Holds Entry Meeting for Road to Hattrick WTP 2019 LKPD

Jakarta Provincial Government held Entry Meeting for Jakarta Provincial Government's 2019 Financial Statement Examination at Balai Agung, Jakarta City Hall, Central Jakarta, Monday (1/27). It is an annual program which is held to show Jakarta Government's commitment to build a good and clean governance.

If last year was a way to WTP, then now is maintaining WTP

In this chance, Audit Board of the Republic of Indonesia (BPK-RI) also symbolically handed over letter of assignment to Jakarta Governor, Anies Baswedan. Besides, BPK also held 2019 Air Pollution Control Performance Inspection towards Jakarta Government and related institutions in Jakarta.

Under his supervision, Anies expects Jakarta Government can maintain Unqualified Opinion (WTP) status for 2019 Regional Government Financial Statement (LKPD).

Maintaining WTP, Anies Reminds Apparatuses to Solve Asset Issues Immediately

He said, Jakarta Government apparatuses will carry out all directives from BPK since it is in line with his efforts in building a good and clean governance through Road to Hattrick WTP 2019 LKPD.

"Jakarta Provincial Government is committ ed to carry out all suggestions from Main Auditor. If last year was a way to WTP, then now is maintaining WTP. We expect for a hattrick until the third year. Thus we are committed to overcome all issues, especially related to assets, because our homework mostly in there," he asserted, as quoted from Jakarta PPID Press Conference.

For information, 2017 and 2018 Jakarta Government Financial Statements achieved WTP predicate with a note that needs improvement in regional asset's administration and management. Thus his side will continue to improve all things related to regional government administration, either the quality and accountability of financial management and asset management.

Currently, his side is still processing the reconciliation in the context of preparing financial reports, both expenditure, assets, and income from the provincial/municipal/district level in stages by OPD/UKPD together with BPKD and BPAD.

Simultaneously, LKPD is being reviewed by Jakarta Provincial Inspectorate to ensure its accuracy, validity and reliability of information which compiled in LKPD based on an adequate Internal Control System (SPI) and presented according to Government Accounting Standards (SAP) before being submitted to BPK-RI Representative of DKI Jakarta Province.

In order to support LKPD thus it can be accordance with SPI and SAP, Agreement Note has been signed by Anies Baswedan and OPD Head. This agreement is also done to achieve the Key Performance Indicator (KPI) target towards Budget Implementation, Asset Inventory, and Settlement of Following Up BPK Audit Results and targets that will be evaluated every month.

Related to 2019 LKPD examination by BPK-RI Representative of DKI Jakarta Province, Anies wants all OPD and BUMD Heads to;

1. Receive BPK Representative of DKI Jakarta Province Inspection Team well, cooperatively, and ready to help preparing data or information and documents needed by BPK Inspection Team in doing their job.

2. Continue to Improve Financial Statement and Asset Management.

3. BPAD should continue to facilitate all SKPDs to follow up asset inventory results, thus asset can be listed and clarified in detail and also informative, especially for category of Assets that have not been found, Assets that have not been identified, Assets that have been severely damaged, delayed KDP, Cooperated Assets, Assets used by other parties and Legality of ownership of Assets on behalf of Jakarta Provincial Government.

4. Carry out routine meetings immediately in the context of Road to Hattrick WTP 2019 LKPD led by Jakarta Secretary and facilitated by Inspector, BPKD and BPAD Heads, and continue to monitor the progress of solving the problems in related SKPDs every week, especially towards Fixed Assets that will have impact on BPK-RI's opinion.

5. Follow up the results of internal and external supervisors and solve it immediately.

"Especially for BPAD, because this is our biggest homework, I hope they can facilitate all SKPDs in following up results of asset inventory. Thus asset can be listed and classified in detail. Thus we need to ensure legality of all assets on behalf of Jakarta Government. Thus we want internal side has institutional seriousness with the rules that we have here to ensure all of our homework can be completed," he stated.

For information, BPK Representative of Jakarta Province will carry out inspection for 74 working days, start from January 27 until May 31, 2020.

Thus, Jakarta Provincial Government is committed to hand over LKPD to BPK Representative of Jakarta Province on time, or on March 13, 2020. It refers to Government Regulation No. 8/2006 regarding Financial Reporting and Performance of Government Agencies that stated Financial Statements should be submitted to BPK no later than 3 months after the fiscal year ends to be audited for Regional Government Financial Reports.
