Jakarta - Kemkominfo Trials Disseminating Flood Disaster Information via SMS Blast and TV Broadcasts

Considering that early warning information on disasters has great benefits for the community

The Jakarta administration along with the Communication and Informatic Ministry (Kemkominfo), signed the Extension of the Memorandum of Understanding (MoU) for the Dissemination of Disaster Information through Telecommunications Operators and Broadcasting Institutions in the capital city, at the Jakarta City Hall, on Tuesday (6/15).

The signing was executed by Broadband Development Director for Communication and Information Ministry, Marvels Situmorang and Jakarta Communication, Informatic and Statistic Agency Head, Atika Nur Rahmania.

Previously, another cooperation was also made and listed in Cooperation Agreement (PKS) number 417/KOMINFO/DJPPI/KS.01.03/02/2016 and number 1/2016 on Provision of Single Number Emergency Call Service and Dissemination of Short Message Service (SMS) Disaster Early Warning in Jakarta. It was signed on February 11, 2016 and was valid for five years after signing.

"Considering that early warning information on disasters has great benefits for the community, the cooperation agreement needs to be extended in 2021," said Jakarta Kominfotik Agency Head, Atika Nur Rahmania, as quoted by Jakarta PPID's press release.

On that occasion, there was a simulation of early warning information about flood disasters in Jakarta, which was spread via SMS Blast through Cellular Mobile Network Operators (Cellular Operators) in designated areas.

There was also a simulation of disaster early warning through the Television Broadcasting Institution which would be broadcast via TVRI, which is a state-owned television station.

By so, SMS Blast regarding flood information would be forwarded by operators Telkom MD Media, Telkomsel, Indosat, XL, Axis, and Hutchison 3 to users in a radius of receiving trial SMS less than 2 km from City Hall.

There was also a trial simulation of broadcasting on TVRI which aired at 10 A live in the form of text and images with a size of approximately 20% of the television screen. The contents of this disaster early warning information along 159 characters with the following sounds:

"SMS UJICOBA for disaster information on June 15, the water level at the Angke River is 255 cm or on Alert 2, residents around the river are on alert for floodwater (contact 112 for emergency)".

"This is not only from the Single Number Emergency Call Jakarta Siaga 112 and the Jakarta Aman Application, but also from the dissemination of disaster early warning information through SMS Blast and Broadcast on Television," she asserted.

As for the information, it is done to realize the use of special telecommunications systems in the context of disseminating disaster information in Jakarta.

It is also aimed at supporting the implementation of disaster management activities through Telecommunications Operators and Broadcasting Institutions. The signing for the extension of the MoU witnessed by the Jakarta Governor is ended with the handing over of souvenirs by each party.
