Controlling Illegal Parking Attendants at Minimarts, Dishub Urges Caretakers to Apply for Parking Permits

The Jakarta Transportation Agency (Dishub) continues to solve problems of parking and illegal parking attendants in Jakarta, including at minimarts. Action involves cross-regional apparatus from elements of the Jakarta Provincial Government, army, and police.

Jakarta Dishub Head, Syafrin Liputo asserted officers would soon crack down on illegal parking attendants at minimarts or other public facilities.

"We'll hold socialization and persuasive action before controlling illegal parking attendants in a bid to prevent social impacts in the field," he expressed, as quoted by Jakarta Government's press release, Thursday (5/16).

Further, the Jakarta Government urged the public to report violations related to the presence of illegal parking attendants at minimarts or other public facilities through the Jakarta Government's official complaint channel.

"The public can report via JAKl (Jakarta Kini) application, Twitter @DKIJakarta, DKI Jakarta Provincial Government Facebook, Electronic Mail dki@jakarta.go.id, Governor's Social Media, SMS 0811 1272 206, website jakarta.go.id, Urban Village Office, Sub-district Office, Mayor's Office, City Hall, Inspectorate Office, and LAPOR 1708," he added.

Based on Jakarta Bylaw Number 5/2012 on Parking (Article 21) and Gubernatorial Regulation Number 102/2013 on the Provision and Implementation of Off-Street Parking Facilities (Article 12), it is stated that every parking provider who has more than five space units parking or parking area more than 125 square meters, must have permission from the Governor. These permits consist of a parking permit that charges a parking fee and a parking permit that does not charge a parking fee.

"For minimarts or other public facilities that are in accordance with the bylaws and Gubernatorial Regulations, they are required to have a parking permit, whether or not they charge parking fees. The process of applying for a parking permit is free of charge via the JakEvo application or via the website address https//jakevo.jakarta.go.id/login belonging to the Jakarta Investment and One-Stop Integrated Agency (PTSP)," he uttered.

He went on to say that official Dishub parking attendants on duty at minimart parking locations and the like, wear uniforms, vests, hats, and carry assignment letters, official tickets and identification cards. They are on duty at parking locations where there are parking permit signs (blue P).

"Dishub can conduct parking activities by providing guidance and empowerment to parking attendants at locations of social facilities and/or public facilities outside of street parking and in on-street parking based on Gubernatorial Regulation Number 188/2016 on Public Parking Lots Managed by the Regional Government," he uttered.

Beyond the regulation, the Dishub can also develop locations for carrying out parking activities in the context of parking arrangement and control, as long as the location does not violate applicable rules and regulations.
