Acting Governor Emphasizes Development of Industrial and Transportation Areas

Acting Jakarta Governor, Teguh Setyabudi delivered his response to three draft bylaws, namely the Draft Bylaw on the Establishment of Limited Liability Company (PT) Jakarta Industrial Estate Pulogadung (JIEP) (Regional Company), Draft Bylaw Capital Participation (PMD) of PT JIEP and Draft Bylaw on Amendments to Bylaw Number 9/2018 on PT Mass Rapid Transit (MRT) Jakarta.

The speech delivering the answer was conducted at the Jakarta DPRD Plenary Meeting, at the Jakarta DPRD Building, Kebon Sirih, Central Jakarta, Tuesday (11/12).

He expressed his gratitude for the questions, appreciation, support, suggestions, and opinions submitted by the Jakarta DPRD factions on the materials of the three draft bylaws. He saw that the existence of these three draft bylaws would contribute to the development of Jakarta as a global city.

He went on to say that in response to two draft bylaws related to PT JIEP. According to him, the establishment of PT JIEP aims to maximize the role of the Jakarta Government in supporting the implementation of the re-arrangement of the masterplan (remasterplan) for industrial areas following the Regional Development Plan 2023-2026.

"The Jakarta Government needs to have majority control to align PT JIEP's strategic plan with regional development goals, including environmentally-based economic initiatives, empowering local workers, and providing infrastructure support, such as training centers, research and development facilities or logistics centers, which can strengthen industrial competitiveness while supporting sustainable economic growth in Jakarta," he continued, as quoted by Jakarta Government's press release.

Answering questions and suggestions from several factions regarding the opening of employment opportunities and contributions to the surrounding community as well as the empowerment of MSMEs, the Acting Governor explained that the development of new facilities in the JIEP area will open up job opportunities in the logistics, construction, and operational sectors.

Related to the Draft Bylaw on PT MRT Jakarta, he emphasized that the background of the proposed revision of the bylaw was to expand the scope of the MRT implementation area outside the Jakarta area. It was realized through the implementation of the East-West MRT construction (Cikarang - Balaraja route) which would begin with the construction of Phase I Medan Satria-Tomang.

"Expansion of the coverage area can encourage equal access that improves the quality of life of the community until it will have implications for increasing the productivity of the city's economy. This is in line with the vision of the Jakarta Long-Term Regional Development Plan (RPJPD) 2025-2045, namely Jakarta as a global-scale business city that is resilient, transit-based, and digital," he explained.

Responding to suggestions and questions related to economic feasibility and subsidy provision, he explained that the study by the Institute for Economic and Community Research (LPEM) UI concluded that the construction of the Jakarta MRT has provided socio-economic and environmental benefits. Among them are boosting the economy along the MRT route, increasing the benefits of land values ​​that contribute to increasing Regional Original Income (PAD), and reducing carbon emissions by 7,971 tons since the MRT began operating in 2019.

"It can generally improve people's health and quality of life in the long term," he explained.

Currently, the MRT Jakarta North-South Line only serves Lebak Bulus to Bundaran HI, with a track length of 16 km so it is not yet optimal in meeting the travel needs of people from North-South and vice versa. Hopefully, in the future, PT MRT Jakarta could transform as a system integrator to realize an integrated mass transportation system, including physical integration, routes, fares, and transactions, as well as institutions. Thus, this effort was able to provide funding efficiency, financing, and institutional effectiveness.

"The Executive expressed gratitude for the support given by the factions regarding the potential for developing PT MRT Jakarta's business in the draft amendment to this bylaw as the legal basis for organizing MRT Jakarta," he uttered.
