NCICD Embankment Completion Target in 2030 to Give Long-Term Protection

The coastal embankment construction as part of the National Capital Integrated Coastal Development (NCICD) Phase A project aimed to handle tidal flood on the coast of Jakarta is now projected to be completed in 2030 from previous target in 2028.

Acting Jakarta Water Resource Agency Head, Ika Agustin Ningrum said the procurement process for goods and services and the need for intensive coordination with fishing communities in coastal areas caused the delay of project completion.

"Previously, NCICD Phase A run by Jakarta Provincial Government or Public Works Ministry was targeted to complete in 2028.

In fact, we must ensure that this infrastructure is not only effective in controlling flooding, but also accommodates the needs of coastal fishermen," Ika said, Wednesday (12/18).

Ika added that the location of the boat moorings used by fishermen becomes

one of the main concerns in the construction of the embankment. Jakarta Water Resources Agency is trying to ensure that the embankment design does not block shipping lanes and still allows fishermen to easily bring their catch to land.

"This coordination involves KPKP Agency to accommodate fishermen needs including other facilities," she added.

She explained that community input is also important in determining the embankment design, as well as other review processes. Although there are still require adjustment in some points, but coordination has been made.

"Local residents or fishermen input are important for us in designing the embankment," Ika explained.

As for information, the NCICD Phase A project includes the embankment construction along 39 kilometer. The latest data shows that 17.1 kilometers have been built by the Ministry of Public Works and 8.5 kilometers by the Jakarta Provincial Government. There are still 13.4 kilometers of embankments that have not been completed. The locations that have not been built include critical areas such as Muara Angke, Pantai Mutiara, West Ancol and the Sunda Kelapa area, which are often affected by tidal flood.

Ika continued that Jakarta Provincial Government stays on its commitment to accelerate the embankment construction, especually on areas prone to tidal flood, eventhough the target is delayed to 2030.

According to him, Jakarta Water Resource Agency and Public Works Ministry committed to complete the NCICD Phase A embankment on time, to ensure long-term protection for Jakarta's coastal areas from the tidal flooding threat.

"Time and careful coordination are needed to focus on accelerating the construction and ensure this project is not disrupting coastal residents lives," Ika stated.
