Pesapa Kawan: a Digital Platform to Monitor Area Waste Management

The Jakarta Provincial Government has launched Pesapa Kawan, a digital platform designed specifically to monitor independent waste management in residential, commercial, and industrial areas.

This platform enables waste tracking from its source to final processing, promoting transparency and accountability in independent waste management across the city.

The initiative is part of the implementation of Governor Regulation No. 102/2021 on Mandatory Waste Management for Areas and Companies.

Head of Jakarta Environment Agency, Asep Kuswanto, stated that this platform is a significant breakthrough in building a transparent, data-based waste management system.

He explained that Pesapa Kawan allows area managers to report the full waste management process, starting from waste generation, sorting, processing to transportation.

“Submitted data can be monitored in real time, reducing the risk of manipulation and illegal dumping,” he said on Friday (8/29).

Asep noted that each area can choose one of three waste management schemes: using licensed private waste transportation/processing services, collaborating with Environment Agency's UPST BLUD, or partnering with UPST BLUD as an aggregator that appoints licensed third parties.

This digital system allows full tracking of waste flow, including transporter identity and final disposal locations.

“This ensures there is no more ‘lost’ waste or dumping in unauthorized places,” he added.

Asep emphasized that strict sanctions will be imposed on areas that fail to comply. Based on Article 127 Paragraph (2) of Regional Regulation No. 4/2019 (amendment to Regulation No. 3/2013 on Waste Management), violators may be fined between Rp 10 million and Rp 50 million.

According to Governor Regulation No. 102/2021, violators will first receive up to three written warnings. If they continue to disobey, the Jakarta Environment Agency will publicly list them as parties that potentially polluting the environment.

Asep hopes Pesapa Kawan will become the foundation of Jakarta's waste management transformation, supporting the city's vision as a modern, sustainable metropolis.

“To support its implementation, the Jakarta Environment Agency has set up a helpdesk for area managers and waste service providers. We aim to create a waste management ecosystem that is orderly, transparent, and responsible,” he explained.
