Council Urges Accelerated Discussion of Drug Bylaw Draft

The Jakarta City Council is pushing for the acceleration of the discussion on Draft Bylaw on Facilitation of Prevention and Eradication of Drug Abuse and Illicit Drug Trafficking and Precursors.

The presence of this bylaw is expected to serve as a legal umbrella for community health centers to provide rehabilitation services for drug abuse victims.

Jakarta City Council Chairman, Khoirudin, emphasized the importance of the bylaw, thus it can be discussed and ratified as soon as possible in 2026.

"Today, there are quite a few victims of drugs in the community who need serious handling. We want to provide the best service in the form of integrated rehabilitation at the community health center," he expressed, Thursday (9/11)

This bylaw also strengthens the police's role in handling victims of drug abuse through a rehabilitative approach.

Further, Khoirudin also urged the executives to expedite the drafting process and the academic manuscript so that it can be discussed with the council's legislation body (Bapemperda).

Draft Bylaw on Drug  has also been included in the 20 priority Programs for Bylaw Formation (Propemperda) Jakarta 2026.

"Thus far, the health center has been unable to provide rehabilitation services because there is no legal framework. Likewise, the police have limited authority without bylaws. With this regulation, the handling of drug abuse victims can be more optimal," he stated.
