Regional Regulation Draft on Utility Networks Sets Out Three Arrangement Concepts

Head of Jakarta City Council's Special Committee on Utility Networks Regional Regulation Draft, Pantas Nainggolan said his party has completed discussions on 41 articles in the Regional Regulation Draft on Utility Networks.

The results of the Special Committee's work will then be submitted to the Regional Regulation Formation Agency (Bapemperda) for the harmonization process.

"This regulation draft replaces Regional Regulation Number 8/1999 about Utility Networks. For 26 years, Jakarta's development has far outpaced that regulation," he said, Wednesday (9/24).

He emphasized that this new regional regulation will be an impetus for the immediate arrangement of the utility network.

During the discussions, the Special Committee agreed on three arrangement concepts. The first, would integrate the entire utility network into a single shared facility, along a planned 41-kilometer length.

Second, the concept of compromise by utilizing mainholes to organize various networks in certain locations.

Then third, the concept of shared poles is applied specifically in densely populated residential areas to make management neater and clearer.

"All of these facilities will be built by the Jakarta Provincial Government, including the shared poles. Management will be transparent, ensuring obligations for all parties using them, and generating revenue for the region," he added.

He added that this regulation also requires the government to prepare a master plan for utility network facilities that is valid for at least 20 years, and is evaluated periodically every five years.

"New areas are required to have underground utility network facilities. Meanwhile, densely populated areas still use shared poles," he continued.

Furthermore, Pantas emphasized that the Utility Network Regional Regulation is also expected to introduce new levies so that no one will install cables carelessly.
