City Calls Off Land Purchase of Sumber Waras Hospital

Jakarta Governor, Basuki 'Ahok' T Purnama finally called off the land purchase owned by Sumber Waras Hospital, Grogol, West Jakarta. It is related to the Audit Agency (BPK)'s findings over excessive surplus payment as much as Rp 191 billion. As a matter of fact, it was in accordance with tax value of the properties (NJOP).

He acknowledged the cancellation is regarding the hospital side could not refund the surplus meant by BPK. But if it has to be re-purchased then the price would be different. Due to the land price keeps growing every year. The land itself was purchased in 2014 ago.
"Call it off. The purchase is called off. We're afraid," expressed Ahok, City Hall, Thursday (7/9).
Ahok Questioned the Policy of BPKHe uttered, the land purchase data was detected. Its location is in a zone with Sumber Waras Hospital. Where its NJOP in such location is amounted to Rp 20 million per square meter.
"But BPK insists saying that must count the NJOP residential. The price between residential and commercial has to be different," he disclosed.
He also claimed there was a mistake from Jakarta Health Department in the purchase. Because when purchasing the land, they did not use the estimated price or appraisal. But NJOP price, precisely is lower than appraisal. Thus at that time, it was paid instantly based on the NJOP price.
"Health Department had a mistake indeed, they did not purchased by appraisal as they considered our NJOP would be definitely lower than market price then after that they did by appraisal. Once appraisal, it turns out the price is more expensive than NJOP," he explained.
According to BPK, the step of health department which is not using appraisal, is a wrong procedure. Thus if it is forced to be purchased, then it should be redo based on the existing procedure.
"According to President Decree No.40/2014, we can purchase using the appraisal, it is valid as long as there is no dispute. If BPK says it is wrong then just refund, it's fine if the purchased canceled," he exclaimed.
However, Ahok prefers to call it off as he does not want to purchase with high price. "How could we purchase it by expensive appraisal. That's what I told. BPK, please audit it using substance not only the rules," asserted former Regent of East Belitung.
