City Council Pushes for Improved Parking Management System

Head of Jakarta Council (DPRD) Special Committee (Pansus) on Parking, Jupiter, delivered the final recommendation from the committee's discussions during the Jakarta DPRD plenary meeting on Wednesday (11/12).

"... to make parking management in Jakarta more comprehensive and sustainable,"

He stated that the recommendations reflect the council's accountability and commitment to establishing a parking system that is orderly, transparent, and beneficial to Jakarta residents.

Jupiter explained that the formation of Special Committee on Parking was driven by the need to address ongoing issues in the city's parking system, such as illegal parking, regional revenue leak, and inefficient management of Jakarta Government's assets.

"Pansus conducted in-depth studies, evaluation, and formulated policy recommendations to make parking management in Jakarta more comprehensive and sustainable," he asserted.

In its recommendation, Pansus called for the need to update regulations so that parking management is based on a strong legal framework and aligned with current conditions.

The committee also recommended speeding up the revision of Regional Regulation No. 5/2012 on Parking along with its subsidiary regulations, including zoning, tariffs, and technical guidelines.

"This update is expected to address the legal gaps and clarify parking management system for both off-street and on-street areas," he said.

In addition, Pansus proposed more inclusive regulations, including requirements for designated parking spaces for people with disabilities, pregnant women, the elderly, and cyclists.

"Those provisions must be accompanied by administrative sanctions for operators who fail to comply," he mentioned.

The council also proposed a thorough review and adjustment of parking tax rates to optimize their contribution to the local government's income.

"This adjustment needs to be accompanied by strict supervision to avoid burdening the public," he assessed.

Regarding digitalization, DPRD encourages the acceleration of cashless parking systems integrated with all related agencies.

Meanwhile, real-time data synchronization between the Transportation Agency (Dishub), Regional Revenue Agency (Bapenda), and Investment and One-Stop Integrated Service Agency (DPMPTSP) is considered crucial to enhance transparency and close gaps for data manipulation.

"The committee also recommends forensic audits of parking operators to ensure tax payment compliance and revisions to the tax calculation mechanism based on real field data," added Jupiter.

The committee stresses that in practical application, monitoring and enforcement should be reinforced with detailed audits covering all parking spots and third-party contracts.

On the other hand, Jakarta Government is urged to regulate assets misused for illegal parking and to inventory all assets not yet handed over from developers to prevent revenue leakage.

Pansus also promotes the optimization of vertical parking areas in transit zones, implementation of Electronic Parking Terminals (TPE) throughout Jakarta, and improvement of parking attendants' welfare with fair wage systems.

"We hope these recommendations become the foundation for realizing a transparent, orderly parking system that delivers optimal economic benefits for Jakarta residents," he expressed.
