Jakarta City Council Okays Budget 2026 Bylaw

The Jakarta City Council held a Joint Leadership Meeting (Rapimgab) to discuss the results of the Home Ministry's evaluation regarding the Draft Bylaw on City Budget (APBD) 2026, Monday (12/15).

The budget consists of regional revenues by Rp 71.45 trillion

Jakarta City Council Chairman, Khoirudin, stated that his side had received the Jakarta government's letter regarding the request for approval to enact the Draft Bylaw on APBD 2026 and the Draft Governor's Regulation on the Elaboration of APBD 2026.

He explained that the request is a follow-up to the Home Minister's evaluation results. Based on said evaluation, the Draft Bylaw on APBD and Draft Governor's Regulation on APBD Elaboration have been adjusted following the results of discussions with the Home Ministry's Directorate General of Regional Financial Administration.

Further, both documents were declared to be in compliance with the Home Minister Regulation Number 77/2020 on Technical Guidelines for Regional Financial Management.

He assessed that the urgent timeline for budget implementation was the reason for the City Council to immediately provide approval for the enactment of the Draft Bylaw on APBD 2026.

"Following the council's leadership meeting mechanism, the executive branch was then asked to present a report on the Ministry's evaluation results, led by the City Secretary," he explained.

Meanwhile, Jakarta City Secretary, Uus Kuswanto expressed his gratitude to the leadership and members of the council for the opportunity to present a response to the Home Minister's evaluation results regarding the Draft Bylaw APBD 2026.

He explained that the Ministry's evaluation results regarding Draft Bylaw on APBD 2026 and Draft Governor's Regulation on APBD Elaboration were received by the Jakarta government on Wednesday (12/10). The evaluation was stipulated through the Home Ministry Decree dated December 9, 2025.

He detailed that the total APBD 2026 amounts to Rp 81.32 trillion.

"The budget consists of regional revenues by Rp 71.45 trillion, regional expenditures by Rp 74.28 trillion, financing receipts by Rp 9.87 trillion, and financing expenditures by Rp 7.04 trillion," he revealed.

Based on the evaluation results, there are still several matters that need adjustment.

Therefore, he explained that further discussion is required as a follow-up to the Ministry's evaluation to perfect the Draft Bylaw APBD 2026 and the Draft Governor's Regulation on APBD Elaboration.

"Hope the Bylaw on APBD 2026 along with the Governor's Regulation on APBD Elaboration can be enacted soon," he explained.

Further, he requested the support of the leadership and all council members to grant approval for the enactment of the APBD.

He also conveyed that if, during the adjustment process, there is a budget discrepancy as a result of following up on the Ministry's evaluation, the difference will be allocated to Unexpected Expenditures (BTT).

During the meeting, all legislative leaders at Kebon Sirih agreed to approve the Draft Bylaw APBD 2026.
