DPRD's Main Ideas Have Been Accomodated in 2016 KUA-PPAS

The city administration has ensured to list the proposal of Jakarta Legislative Council (DPRD) members on the city's budget priorities and preliminary thresholds (KUA PPAS) that is a basic of the Draft Bylaw 2016 City Budget (RAPBD).

" The legislative's main ideas were been accommodated. Their recess result has been adjusted with Regional Working Unit (SKPD) in form of program ," said the City Secretary, Saefullah at City Hall, Tuesday (8/11). 

Saefullah stated, the legislative's ideas listed on KUA-PPAS are adjusted with the Mid-Term Regional Development Plan (RPJMD) of the city administration. Therefore, there are also some ideas from the legislatives which are not accommodated as they are considered not appropriate with vision and mission of RPJMD. 

KUA-PPAS Discussion Belated Due to Detailed Budget Rejected by DPRD

"So the ideas have to be adjusted with RPJMD. There are some ideas listed and some refused. It just needs to be cross-checked," he uttered. 

Such 2016 KUA-PPAS discussion, he continued, is still being planned by the city administration's budget team (TAPD) and the budgetary Body (Banggar) of DPRD. Some time ago, the KUA-PPAS meeting was deadlocked as the draft made by TAPD considered by the councils too detail. 

"They ever asked, is KUA-PPAS this thick (14 ream-red). Then yesterday, we invited the Home Ministry to explain about that. The legislatives finally understood that KUA-PPAS draft we made was complete until the detail program," he continued. 

He also claimed cannot predict chance of 2016 APBD would use bylaws. But the KUA-PPAS made by TAPD has obeyed principle and schedule set by Home Ministry. 

"Gubernatorial Regulation or bylaws is rear affairs. The KUA-PPAS draft had been sent a month ago. The legislatives' duty now is discussing and approving," he finished.
