Jakarta Governor Basuki Tjahaja Purnama said zoning regulation in Jakarta was implemented in 2014. It is regulated in Bylaw No. 1/2014 about City Spatial Planning and Zoning, which was issued in December 2013.

Bylaw was made in Jokowi period as governor

Previously, there was no bylaw for zoning regulation. That is why building could stand above green open space. Now, Basuki tries to refunction the green open space.

“Bylaw was made in Jokowi period as governor,” he said, Tuesday (2/23).

Jakarta Provincial Government will buy the land at green open space if the owner has the documents.

If the land is not green open space, his side can not list in zoning regulation. As the example, Aston Hotel in Pluit, North Jakarta. Citizens argued the land is part of green open space since the building was not constructed for long time.

“The land was green like a park, but it was not a park. Based on the bylaw, the land is ini business zone,” he added.
