Guidelines Issued for Tourism Businesses During Ramadan and Eid al-Fitr 1447 Hijri

The Jakarta Provincial Government, through Tourism and Creative Economy (Parekraf) Agency, has issued Announcement No. e-0038/PW.01.02/2026 on the Operation of Tourism Business during the holy month of Ramadan and Eid al-Fitr 1447 Hijri/2026.

Signed on February 13, the announcement serves as a guideline for all tourism business operators in Jakarta in regulating operations during Ramadan and Eid al-Fitr.

Jakarta Parekraf Agency Head, Andhika Permata, said the policy was issued as a sign of respect for the holy month of Ramadan and to maintain public order and a conducive atmosphere in the city.

"This regulation is not merely a restriction, but a proportional adjustment to ensure business activities continue while respecting the community's religious values," he said on Tuesday 2/17.

The announcement requires certain tourism businesses to close from one day before Ramadan until one day after the second day of Eid al-Fitr.

The affected businesses include nightclubs, discotheques, steam baths, massage parlors, adult-only manual, mechanical and/or electronic game arcades, and bars, whether operating independently or as part of entertainment venues.

However, exemptions apply to businesses located in four- and five-star hotels and designated commercial areas, provided they are not situated near residential neighborhoods, places of worship, schools, or hospitals.

For businesses permitted to operate, specific operating hours are set. For example, nightclubs and discotheques may operate from 8:30 p.m. to 1:30 a.m., while other businesses are subject to different time limits as stipulated in the announcement.

In addition to operating hours, business operators are required to complete the closing of bills one hour before the end of permitted operating hours.

Several types of businesses are required to remain closed on certain days, including one day before Ramadan, the first day of Ramadan, the night of Nuzulul Qur’an, the eve of Eid (takbiran), and the first and second days of Eid al-Fitr.

The announcement also reiterates the prohibition of pornographic or erotic content and performances, gambling, narcotics, and any activities that may disturb the surrounding environment.

Business operators are urged to maintain a conducive atmosphere during Ramadan and Eid al-Fitr and ensure that employees and visitors dress modestly.

Andhika explained that the policy was formulated by taking into account the positive trend currently seen in Jakarta's tourism sector.

According to data from Statistics Indonesia (BPS), the performance of star-rated hotels in Jakarta has remained relatively stable in recent years, with occupancy rates increasing during school holiday periods and significant contributions from international tourists.

BPS data also show that the average length of stay at star-rated hotels in Jakarta ranges between one and two nights for domestic guests, and longer for foreign visitors.

"International tourist arrivals through main entry points have also increased during certain periods, particularly during peak season," he added.

He noted these achievements indicate that Jakarta's tourism sector is in good and resilient condition. Therefore, the operational adjustments during Ramadan are not intended to hinder growth, but to maintain a balance between economic activity and respect for religious observance.

The Jakarta Provincial Government emphasized that with clear and measurable regulations, businesses can continue operating in an orderly manner, while residents can observe their religious practices comfortably.

He emphasized that non-compliance will result in sanctions as stipulated by applicable regulations.

"Through this policy, the Jakarta Provincial Government hopes the tourism sector will continue to grow in a healthy and sustainable manner, in line with the values of tolerance, order, and social harmony that characterize Jakarta as a global city and national activity hub," he explained.
