Jakarta Govt Submits Draft Bylaws on Family Development and Environment

Jakarta Governor Pramono Anung attended a plenary meeting of the Jakarta City Council (DPRD) on Monday (3/2) to deliver a speech on two draft bylaws on the Family Development and Environmental Protection and Management Plan (RPPLH).

In his address, the governor stressed that both draft bylaws are key instruments as Jakarta transforms into a global city and a sustainable national economic hub.

According to him, improving residents' quality of life through family development is an inseparable part of that transformation, as the family serves as the foundation of social development and a key pillar in building resilience and sustainable growth.

"Values of compassion, education, and character building are instilled within the family from an early age. Family development therefore plays a strategic role as a long-term investment and a fundamental pillar of development," he emphasized, Monday (3/2).

Although Jakarta's Family Quality Development Index (IPKK) rose to 63.59 in 2024, he noted that the figure still needs to increase to meet the national targets of 75.55 by 2029 and 80.00 by 2045.

"The executive believes family development is integral to shaping a generation that is adaptive to urban dynamics and global developments, while upholding local values and identity," he added.

The executive has proposed the draft bylaw to foster quality families capable of meeting physical, material and mental-spiritual needs in a balanced way, enabling families to function optimally.

"In addition, the draft aims to strengthen harmonization and synchronization of family development efforts within the Jakarta Provincial Government and across all stakeholders," Pramono said.

The draft focuses on strengthening and optimizing family functions; cross-sector integration; protection and special intervention for vulnerable families; prevention, response and rehabilitation programs; reinforcing character values; data-based governance; institutional strengthening; as well as program harmonization and continuous evaluation.

Alongside the Family Development draft, the Jakarta government is advancing ecological sustainability through the RPPLH draft bylaw, a 30-year master plan that will guide development and spatial planning across the city.

"This document ensures that every development process remains aligned with environmental preservation, supports sustainable improvements in residents' quality of life, and safeguards natural resources for future generations," he stated.

The city government has set three main targets to realize the RPPLH vision: improving environmental quality; strengthening environmental carrying capacity; and increasing biodiversity assets.

"The executive hopes this explanation will support discussions at faction and commission meetings, so the council can carefully consider the draft bylaws and approve them into law," he said.
