Jakarta City Council Holds Plenary on Key Family and Environment Draft Bylaws

The Jakarta City Council (DPRD) convened a plenary session on Monday (3/2) to hear Governor Pramono Anung’s address regarding the Draft Bylaw on Family Development and Draft Bylaw on the Environmental Protection and Management Plan (RPPLH).

“Bismillahirrahmanirrahim (In the name of God, the Most Gracious, the Most Merciful), I hereby call this plenary session to order and declare it open to the public,” he stated as he officiated the opening of the proceedings.
City Council Requests Employment Budget Focused on Reducing UnemploymentHe noted that the plenary session serves as a follow-up to the Jakarta City Council’s Deliberative Body (Bamus) meeting held on January 8, 2026, which set the agenda for the Governor’s address regarding the two draft bylaws.
Khoirudin underscored the critical role of family development as the bedrock for building character, social resilience, and the quality of the nation’s future generations.
He maintained that family development must not be viewed merely as a sectoral program, but rather as a strategic long-term investment to cultivate superior, character-driven, and competitive human capital.
“The Draft Bylaw on Family Development is envisioned to provide integrated policies, encompassing family resilience, the protection of women and children, character education, and family economic empowerment, to ensure Jakarta's growth remains sustainable and inclusive,” he stated.
Alongside family issues, the City Council also highlighted Jakarta’s mounting environmental challenges. Pressing concerns such as air and water pollution, waste management, climate change risks, and the city's diminishing environmental carrying capacity have been brought to the forefront.
As a megacity serving as the nation’s administrative and economic epicenter, Jakarta is urged to strike a harmonious balance between urban development and environmental preservation.
"We bear the responsibility to realize a green, resilient, and sustainable Jakarta for both present and future generations,” he continued.
The plenary session then proceeded with Pramono’s introductory address regarding the two draft bylaws, which concluded with the formal handover of the documents to the City Council leadership.
In the future, the various factions within the City Council will deliberate on and scrutinize the Governor’s explanation as a basis for drafting their respective general stances. These findings are scheduled to be presented during next week’s plenary session.
