According to Sugiono, operational allowance is given for RT/RW who want to report various problems in their respective areas. If they reject it, the duty will be replaced with public figure.

The headmen will be asked to find out the reason why they reject to make a report via qlue. Moreover, the report is very helpful them to overcome problem.
"If they report, all problems in their regions can be resolved quickly," he uttered.
