Pramono Emphasizes Expansion of Pipeline Services Through the SPAM Draft Regional Regulation

The Jakarta Governor, Pramono Anung, attended the Plenary Session of the Jakarta Provincial City Council in order to convey the Executive's response to the general views of the factions regarding the Draft Regional Regulation (Raperda) on the Implementation of the Drinking Water Supply System (SPAM).

"This draft regional regulation affirms the obligation of providers to ensure drinking water services meet the principles of quality, quantity, continuity, and affordability. These principles serve as the foundation for performance indicators for SPAM implementation," said Pramono, Monday (4/13).
The Governor also highlighted the high level of water loss, or Non-Revenue Water (NRW). According to Pramono, the Executive agrees that controlling NRW is a priority for improving the performance of Jakarta's water supply system (SPAM).
NRW control will be carried out through modernization of the distribution network, the establishment of metered service areas or district metered areas, strengthening the monitoring system, network improvements, regulating illegal water use, strengthening supervision, and setting targets.
"Executives view NRW reduction as requiring a technical approach, governance reform, management integrity, and strengthened accountability," he added.
The governor also highlighted Jakarta's dependence on raw water supplies from outside the region. He stated that a gradual and realistic diversification strategy is necessary.
Therefore, the Executive encourages the development of various raw water sources, including local surface water, reservoirs and dams, seawater desalination, and the reuse of processed water through technology that meets standards.
"Securing cross-regional supplies is also carried out through inter-regional cooperation, long-term regulation of raw water supplies, protection of water catchment areas, and support for conservation in upstream areas," he continued.
Regarding environmental issues, this draft regional regulation regulates the gradual reduction of groundwater exploitation to prevent land subsidence. Building owners in areas already served by pipes are required to switch from groundwater to piped services.
This policy is part of an effort to reduce groundwater exploitation, control land subsidence, and maintain environmental sustainability.
The Governor ensured that this transition would be gradual, fair, and based on service readiness. For low-income communities (MBR), the government is committed to prioritizing drinking water services to the public.
Therefore, drinking water tariffs, subsidies, and protection for low-income communities must be implemented in accordance with statutory provisions. Subsidies must be appropriately targeted.
Pramono also stated that the SPAM information system will be developed as a tool for performance transparency, public complaints, and responsive decision-making.
"This system will be strengthened to include service performance indicators, early notification of service disruptions, integration of relevant data for subsidy targeting, and presentation of public information in a more accessible manner," he continued.
Pramono also emphasized that although this Draft Regional Regulation focuses on SPAM implementation, it still prioritizes environmental sustainability, raw water pollution prevention, technology utilization, and integration with sanitation management.
The Governor hopes the Draft Regional Regulation on SPAM will be approved soon and enacted into a Regional Regulation according to the specified schedule.
"The Executive hopes that this Draft Regional Regulation can be approved and stipulated as a Regional Regulation in accordance with the schedule that has been determined through the Consultative Body," he stated.
