Rano to 2,300 CPNS: Integrity is Key to Jakarta’s Global City Ambitions

Jakarta Vice Governor Rano Karno delivered a presentation titled "CPNS Integrity as a Fundamental Foundation for Cultural Preservation and Strengthening Jakarta Toward a Global City" during a general seminar for the 2026 Basic Training of Group III and Group II Civil Servant Candidates (CPNS) within Jakarta government. The event was held at the Multipurpose Room of the Abdul Muis Technical Office Building on Jalan Abdul Muis, Petojo Selatan, Gambir, Central Jakarta.

This hybrid event, conducted both virtually and in person, was attended by a total of 2,300 Jakarta CPNS.

"We often hear about 'integrity,' but do all CPNS truly know what it means? Once you pass this orientation, you will certainly be required to sign an Integrity Pact," he expressed, Wednesday (4/22).

According to him, not everyone understands the true essence of integrity. He explained that in religious terminology, integrity is a manifestation of Istiqomah (steadfastness and consistency).

He believes that if someone has attained Istiqomah, they are inherently honest and consistent. Furthermore, such an individual is responsible, trustworthy, and holds firm to their values.

This value of integrity is not only mandatory for CPNS but is also an obligation for the entire State Civil Apparatus (ASN), from the entry-level staff to the top leadership. Rano illustrated that without strong integrity, he and the Governor of Jakarta, Pramono Anung, would find it difficult to cope with the central government's budget cut of approximately Rp 15 trillion from Jakarta's Revenue Sharing Fund (DBH).

In fact, they have been working hard to secure funding to ensure that development and public services continue to be well-maintained. As a solution, they are striving to mobilize creative financing by involving the private sector and various other stakeholders.

Turning to the topic of culture, he explained that the word originates from Sanskrit and consists of two components: budi and daya. Budi refers to intellect or reason, while daya means effort or power. These two words are combined into the single term budaya (culture), which results in the product known as kebudayaan (civilization or the manifestation of culture).

He admitted that preserving culture is no easy feat. However, he is convinced that it requires strong integrity that is continuously practiced and honed.

"So, what is the purpose of CPNS integrity as a foundation for cultural preservation? It is to strengthen Jakarta as it transitions into a Global City," he emphasized.

Rano went on to say that he and Pramono Anung were inaugurated as the Governor and Vice Governor of Jakarta based on Law Number 2/2024. The essence of this law designates Jakarta as a national economic hub and a global city, as it is no longer the national capital.

Regarding the concept of a national economic hub, Rano is optimistic that nearly everyone understands it. However, concerning the 'global city' status, he explained that there are several requirements to be met—one of which is the fourth point regarding the advancement of culture and sports on an international scale.

By so, having been entrusted by Governor Pramono Anung with the responsibility for social welfare, he continues to push for various cultural events to be held in Jakarta. As a result, from December 2025 to April 2026, Jakarta has been enlivened by numerous major events, including grand Christmas carols, Christmas and New Year celebrations, Lunar New Year, Ogoh-ogoh parade, Cap Go Meh, Ramadan festival, as well as Jakarta Halal Bihalal and a grand Easter celebration.

He admitted that Jakarta is a melting pot of cultural acculturation, incorporating Javanese, Betawi, Sundanese, and Batak influences, alongside Arab, Indian, and Chinese cultures. However, he believes this cultural diversity becomes a source of strength when woven together in unity, allowing the city to successfully host various cultural events representing diverse ethnicities, traditions, and religions.

Beyond generating significant economic value—evidenced by fiscal revenues reaching tens of trillions of rupiah—he believes the sense of togetherness fostered by these events has contributed to Jakarta’s current status as the second safest city in Southeast Asia. Further, this collaborative effort has boosted Jakarta's global city ranking; since his and Pramono's inauguration, the city has climbed from 74th to 71st place globally.

"This means progressing toward a Global City without losing Jakarta’s core identity. That is Jakarta’s strength, and that is why I am weaving unity to strengthen Jakarta," he added.

FurtherAI,, Rano reminded them that in 2027, Jakarta will celebrate its 500th anniversary, marking five centuries of existence. Amidst this milestone and the evolving era, he noted that these CPNS also face global challenges driven by rapid digitalization.

So, he urged them to remain consistent in their work and to enhance their digital literacy to keep pace with modern developments. However, he cautioned that digital skills must not be misused to manipulate work, citing a recent incident involving an urban village official in East Jakarta.

"We have now entered the world of AI. But do not try to deceive yourselves using AI, because you will certainly be caught," he concluded.
